Dr.Hans Blix discusses Iran's nuclear programme and how to stop


Few men have spent more time at the intersection of nuclear
weapons and international politics than Swedish diplomat Hans
Blix.

As the former head of the International Atomic Energy Agency
(IAEA) and then chief United Nations weapons inspector, Blix
was at the centre of events when he publicly contradicted
claims from the administration of former US president George W
Bush that Iraq had weapons of mass destruction (WMD). It was an
assessment the US pushed aside.

Blix also accused the British government of dramatising the
threat of weapons in Iraq in order to strengthen its case for
joining the 2003 war against Saddam Hussein. No stockpiles of
weapons of mass destruction were ever found.

In his 2004 book Disarming Iraq, Blix gives an account of the
events and inspections before the coalition began its invasion.

"I am sorry for the way it went because we failed, and if we had persuaded the UN Security Council and persuaded the world, then there might not have been a war," he said.

Recent talk about a possible attack on Iran’s nuclear installations has made Blix concerned about a repeat of the events that led to the Iraq war.

"When I hear [Israeli Prime Minister] Netanyahu saying it’s not a question of days or weeks, but also not years, I think that sounds like a terrible threat," he says.

In this interview with Al Jazeera, Blix discusses Iran's nuclear programme and how to stop what he calls a "legally unjustified" attack against Tehran. Is Iran trying to develop a nuclear weapon? Is an Israeli attack on Iran coming?

Comrade Ghazi Sourani, director of the Cultural Department of the Popular Front for the Liberation of Palestine, delivered condolences to the Sudanese Communist Party on behalf of the PFLP upon the death of its General Secretary, Mohammed Ibrahim Nugud, on March 22, 2012.



Nugud passed after a life of struggle and great sacrifice for progress in the Sudan and the development of democracy. He was part of the resistance to colonialism, and continued that
resistance against successive dictatorships, having been arrested and tortured several times, always remaining a voice of party unity and struggle. He was elected several times to the Sudanese parliament and was a member of the multi-party parliament overthrown in a coup in 1989.

The Front said that he remained loyal throughout his life to the principles of his party, was a solid fighter and a modest man who struggled all his life for democracy, liberation, revolution and socialism.

Clashes as Palestinians mark 'Land Day'

Israeli security forces have fired rubber coated bullets, tear gas and stun grenades to break up groups of Palestinian demonstrators in the occupied West Bank as annual Land Day rallies turned violent.

At least 121 people have been injured in clashes at the Qalandiya checkpoint on the outskirts of Jerusalem on Friday, mostly from tear gas inhalation, medical sources told Al Jazeera.

Palestinian activists have called for a "Global March to Jerusalem" to mark the day when Israeli Arabs protest against government policies that they say has stripped them of land.

Five medical workers were also reported to have been shot with rubber coated bullets and one car was set ablaze.

Al Jazeera's Cal Perry reported that Israeli security forces tried to push hundreds of protesters back toward the nearby West Bank town of Ramallah, using water cannon and tear gas.

Rocks were thrown, tyres set alight and Red Crescent ambulances could be seen at the scene.

"This is a place where we frequently see clashes, and what we're seeing here is the Israeli army needing to put a barrier up and not let people through," our correspondent said.

"These clashes seem to be a bit more fierce today, and have started earlier in the day than usual."

Access limited
Medics in the Gaza Strip said the Israelis also used live fire to prevent protesters from nearing the frontier wall, seriously wounding one man.

Israeli forces were put on high alert at frontier crossings with Lebanon and Syria, but there were no reports of anyone nearing the border fences, unlike last year when several demonstrators were killed in separate protests.

However, violence flared at checkpoints in the West Bank to the north and south of Jerusalem.

Witnesses also reported disturbances at gates leading into the Old City, with police limiting access to the Muslims' revered al-Aqsa Mosque.

A Reuters news agency reporter saw two men being carried away injured after scuffles at Jerusalem's Lions' Gate, while police said they had made five arrests at the Damascus Gate.

Jerusalem is a focal point of conflict, as Palestinians want the city's eastern sector, captured by Israel in a 1967 war, as capital of a future state.

Israel has annexed East Jerusalem as part of its capital and insists the city remain united.

Six UN Security Council resolutions have denounced or declared invalid Israel's control of the city.

"We are determined to march together toward Jerusalem, and hopefully we will break through and reach it," said a masked youth, calling himself Rimawi, as he faced off against soldiers
in Ramallah.



Flag-waving crowds neared the Qalandiya crossing out of  Ramallah, some of them hurling stones at the security forces, but were forced back when border police sprayed them with foul smelling liquid from a water cannon.

There were also confrontations in Bethlehem, where Palestinians hurled petrol bombs at an Israeli watchtower.

Other events were held in the northern West Bank city of Nablus, were at least three people were wounded in clashes with the Israeli border police, medical sources told Al Jazeera.

Border fears
Land Day commemorates the killing by security forces of six Arabs in 1976 during protests against government plans to confiscate land in northern Israel's Galilee region.

Previous remembrances have mostly passed quietly, but Israel decided to reinforce its defences following deadly clashes along the Lebanese and Syrian borders in May that appeared to
catch the military off guard.

Palestinian organisers called for peaceful rallies against "the policies and practices of the racist Zionist state" and said solidarity protests were planned in some 80 nations.

"When crowds from 80 countries move towards Jerusalem, they send a strong message to the Israeli occupation that no one can accept what they are doing in Jerusalem," Ismail Haniyeh, the
Gaza leader of the Islamic group Hamas, said.



Israel is wary of growing unrest in the occupied Palestinian Territories, with peace talks stalled for months and Palestinian leaders refusing to return to the negotiating table until Israel halts all Jewish settlement building in the West Bank.

Leading Palestinian activist Marwan Barghouti, serving multiple life sentences in an Israeli jail for orchestrating suicide attacks, called on Monday for a new wave of civil resistance in
the decades-long quest for statehood.

On high alert along its borders, police were also wary of possible friction within the boundaries of Israel, where the Arab minority was planning protests.

Arabs make up about a fifth of Israel's total population. Many complain of discrimination.

US Eases Restrictions on Sri Lanka Defense Sales
WASHINGTON March 23, 2012 (AP)

The U.S. has eased restrictions on defense sales to Sri Lanka to allow exports of equipment for aerial and maritime surveillance.

The State Department enacted the changes Thursday, just as the U.N. Human Rights Council urged Sri Lanka to investigate allegations of war crimes during its civil conflict that ended
in 2009.

The department said the two developments were unrelated.
It may, however, help ease strains in the bilateral relationship. The U.S. proposed the resolution approved by the U.N. human rights body.

The export restrictions date back to the start of the civil conflict in the 1980s. The new exceptions allow exports, on a case-by-case basis, of equipment such as unarmed patrol boats, light aircraft, cameras, and related components.

COPENHAGEN—Euro-zone finance ministers on Friday agreed to boost the bloc's bailout lending limit to €700 billion ($930 billion), choosing the least ambitious option on the table for reinforcing its anticrisis "firewall," one some in Europe fear won't be enough to prevent a reawakening of the region's financial turmoil.

After several months of relative calm, tensions are returning to the European government bond markets. Yields on Italian and Spanish debt are rising, as the effects of the European Central Bank's huge infusions of cheap bank funding, which started in December, appear to be waning. Financial markets, governments in the Group of 20 and the International Monetary Fund have been pressing for a convincing increase of the bailout capacity to prevent the crisis from returning in full force.
But Germany, the euro zone's paymaster, beat back lobbying for a more ambitious increase of the bloc's two bailout funds, which have been capped at €500 billion. The European Commission, the EU's executive arm, backed by the euro zone's weaker economies, had argued that raising the lending cap to €940 billion would offer a convincing response to the crisis.

The expansion option chosen by finance ministers at their meeting here Friday will have to be ratified by the 17 euro-zone member parliaments.

In a paper circulated to euro-zone officials last week, the commission wrote that the lower funding level "could be viewed as maintaining the status quo, which both G-20 partners and the markets consider as inadequate. In that context, this option is likely to fall short of providing the necessary credibility to unlock an increase in IMF resources."

Euro-zone governments hope the move will be enough to encourage governments from the Group of 20 nations to contribute more resources to the IMF for anticrisis lending. The G-20 nations have been holding back their contributions pending a bigger commitment from the euro zone itself. Euro-zone governments have already pledged an additional €150 billion for the IMF's global crisis-fighting resources, hoping that other governments will follow suit.

"I welcome the decision of euro-area ministers to strengthen the European firewall," IMF Managing Director Christine Lagarde said. But the final decision about giving more resources to the fund will rest with its member governments.

Friday's decision appears unlikely to end financial-market skepticism about the euro zone's commitment to finance its weaker governments, particularly if the region's economic health continues to deteriorate, said Credit Suisse interest-rate strategist Helen Haworth.

"If the data is bad on the economic side, then you've got an environment where are people are saying, 'We've got this firewall. Is it big enough?' Maybe, maybe not," Ms. Haworth said.


The euro zone's bailout capacity is determined by the interplay between the European Financial Stability Facility, the bloc's €440 billion temporary bailout fund, and its permanent successor, the €500 billion European Stability Mechanism, due to come into operation in July.

The EFSF has already pledged to lend about €200 billion to Greece, Ireland and Portugal. Until Friday's decision is ratified, those loans would be subtracted from the ESM's €500 billion loan capacity, giving the bloc just over €300 billion for future bailouts, far short of what would be required to finance Italy and Spain, should they need it.

The ministers' decision will raise the cap of the two funds to €700 billion beginning in July 2012, the launch date of the ESM, ensuring that €500 billion is available for future bailouts.

They also decided to accelerate capital payments into the ESM—€32 billion will be paid this year, the same amount next year and a final €16 billion in 2014—to ensure the fund has enough capacity to start lending significant amounts soon after it launches. Because all the ESM capital won't be paid in upfront, an EU official said the governments could further accelerate the capital payments if needed to make more loans.

Until July 2013, when the EFSF will cease new lending, the EFSF and the ESM could in theory be making loans side-by-side, but ministers said the preferred option would be to make loans from the ESM.

The EFSF will thus for a year serve as an emergency backstop. That is because the ESM's status as an international financial institution, with its own capital, means the loans it makes lead to relatively small increases in the debt levels of euro-zone nations backing the fund. Each euro lent by the EFSF, by contrast, leads to a euro increase in the collective debt of the euro-zone governments guaranteeing the fund.

The commission had pushed an option that would have folded the EFSF's unused lending guarantees into the ESM, raising the bailout capacity to €940 billion and increasing the amount of lending available for future bailouts to €740 billion. German officials publicly opposed that option.

The Government's controversial reforms to the NHS
became law today after a tortuous 14-month passage through Parliament, when the Queen granted Royal Assent to the Health and Social Care Bill.


Deputy Speaker Lindsay Hoyle's announcement in the House of Commons that assent had been given was greeted by cries of "shame" from opposition Labour MPs.

The proposals were first tabled in Parliament in January 2011, but were subjected to an unprecedented "pause" last year as Health Secretary Andrew Lansley struggled to secure the support of healthcare workers, and were amended more than 1,000 times during a lengthy passage through the House of Lords.

The new rules mean the Government can create GP commissioning groups to buy health care for patients and scrap Primary Care Trusts (PCTs).

Labour has bitterly opposed the passage of the new law, insisting it threatens the foundation of the NHS and paves the way for private services to get too involved.

A draft risk register leaked today showed that ministers were warned 18 months ago of the risk that the reforms could lead to a loss of financial control, reduced productivity and emergencies being less well managed.

The Department of Health, which refused to comment on today's leak, has resisted a ruling from the Information Commissioner that it should release the final version of the risk register in response to a freedom of information request from Labour.

Shadow health secretary Andy Burnham said today's document showed that ministers were warned before they launched the Bill that it was "likely to cause major damage to the NHS".

The document was produced on September 28 2010, and it is not known what changes were made before the completion of the transition risk register on November 10. The Bill has changed fundamentally since that date.

Identifying 43 separate areas of potential risk, the draft register rates each on a scale of one to five, where a rating of one means little likelihood and very low impact and five means almost certain to occur and very high impact.

The likelihood and impact figures are multiplied together to give an overall risk rating, with a maximum score of 25.

Among 13 areas given a risk rating of 16 - with likelihood and impact each assessed at four out of five - were:

:: Parliamentary amendments creating "unforeseen consequences for the system";
:: Costs being driven up by GP consortia using private sector organisations and staff;
:: Implementation beginning before adequate planning has been done;
:: Loss of financial control;
:: "Unhelpful conflict" between the NHS commissioning board and regulator Monitor;
:: GP consortia going bust or having to cut services for financial reasons;
:: GP leaders being drawn into managerial processes which end up driving clinical behaviour.

Other dangers, considered to have a lower rating of 12, included the risk that "NHS role in emergency preparedness/responsiveness is more difficult to manage through a more devolved organisation, and so emergencies are less well managed/mitigated".

Staff concerns and union action over the reforms could lead to "deterioration in relations, lower productivity in the Department of Health/NHS and delays in programme", the document said.
And there was a warning that strategic health authorities and primary care trusts might lose "good people" who then have to be re-employed to run the new system.

Mr Burnham told the Guardian: "Now we know why David Cameron refused to publish the risk register before the Bill was through Parliament - it's because civil servants were telling him his reorganisation was likely to cause major damage to the NHS.

"David Cameron will never be forgiven for knowingly taking these risks with the country's best-loved institution."

A Department of Health spokesman said: "We do not comment on leaks. We have always been open about risk and have published all relevant information in the impact assessments alongside the Bill.
"As the latest performance figures show, we are dealing with those risks, performance is improving - waiting times are down and mixed-sex wards are at an all-time low - and we are on course to make the efficiency savings that the NHS needs to safeguard it for the future."

His appointment with the judges, originally scheduled for Wednesday, was advanced forty-eight hours. Perhaps to avoid the pack of journalists, one that was present during the two days
of police custody of Dominique Strauss-Kahn in a police barracks in Lille (North) on 21 and 22 February. Or perhaps for reasons of schedule.

Former IMF chief has been heard yesterday, since the beginning of the afternoon, by the judges handling the case of pandering to the Carlton Lille, until mid-evening, where he was indicted
for "procuring an organized gang," announced last night his lawyers. "He said with the strongest being guilty of any of these facts and never had any awareness that the women interviewed could be prostitutes, " said M e Richard Malka, whose client came out shortly after 22 hours of the courthouse
of Lille.

Rates. At the heart of the vast record of Carlton, which combines patterns of luxury hotels, business leaders, police, lawyers and the now famous pimp Dodo Brine, judges seek to determine the exact role of DSK. And, especially, if the former IMF chief knew that the participants in the libertine parties,
notably in Paris and Washington, were paid. Heard by the investigators, some of them argued that it could not ignore it. Others, who claim themselves as libertines rather than as prostitutes, said instead that guests were never aware of the financial transactions that were played in the background. And
the organizers of these evenings DSK had left in ignorance, just trying to go one day to attract the favor of the then favorite in the presidential election. But according to a source familiar with the matter, the former head of the IMF would be informed, at a party, on rates of one of the young
women present to recommend to a friend. An SMS would attest to this recommendation.

During his detention, Strauss-Kahn has denied these accusations en bloc. He explained that some of these young women it was presented by Commissioner Jean-Christophe Lagarde, former head
of the departmental security of the North, he could not have known of any compensation.

Judges also seek to determine whether DSK knew that his friends Lille companies (notably Fabrice Paszkowski, head of a medical device company in Lens, and David Roquet, former head of a
subsidiary of Eiffage) funded thin parts, hotels, meals and tickets and train tickets to Paris and Washington. And if he is complicit in abuse of corporate assets. The two businessmen,
who are among eight people indicted, have continued during their auditions - that release could see - repeating that DSK did not know where the money came. They also claimed that he
received no consideration in exchange for the organization of these escapades.

During his custody, Dominique Strauss-Kahn had also been questioned by the Inspector General of Police (IGPN, police policies) about his relationship with Commissioner Lagarde, indicted in the case, including pimping . "It appears that DSK had asked Lagarde to check with the DCRI [Central Directorate of Internal Intelligence, ed] the existence of a unit set up by Squarcini [the head of the DCRI] to monitor, we had a judicial source said. DSK is believed monitored, wiretapped illegally,
and Lagarde counted on to let him know what was going on behind him while he was in Washington. " This has probably been discussed again yesterday by magistrates.

Immunity. Stripped of its being convened in Lille judges, DSK, however, another important matter that awaits tomorrow. He was summoned to New York for a first hearing in a civil case under
Nafissatou Diallo. It is not forced to move to this new appointment with the U.S. justice, seven months after the abandonment of criminal charges against him. His American lawyers will try to convince the court in the Bronx, before whom the maid at the Sofitel complained that this is inadmissible Civil Procedure, benefiting their client at the time of the facts of diplomatic immunity total.

3.57 P.M - Phillipines
The delegation of Phillipines stated that technical assistance had been aimed at developing countries forcing them into submission and that it has been used as an instrument to pressurize these countries. The delegation voted against the resolution.

Thailand – The delegation of Thailand stated that Sri Lanka has shown strong commitment to reconciliation and sustainable development, while stating that Sri Lanka has demonstrated their commitment to the council. They voted against the resolution requesting Sri Lanka to implement LLRC recommendations without delay and share it’s progress with the council.

3.48 P.M – Uruguay
The delegation of Uruguay said that reconciliation efforts are carried out by the Sri Lankan government and that they recognize the value of work carried out by the Lessons learnt Reconciliation Commission (LLRC) while stating that the Sri Lankan govenrment’s willingness to comply with the recommendations of the LLRC is credible.

They also requested Sri Lanka continue to implement the recommendations while pledging their vote against the resolution. 

3.45 P.M. – Equador

The delegation of Equador stated that Sri Lanka has shown political willingness to improve the human rights situation. They also stated that the Lessons Learnt and Reconciliation Commission (LLRC) report recommendation has been made to investigate the human rights violations and that Sri Lanka should inform the results of the implementation of the recommendations to the UNHRC this year.  Stating the above facts, they voted against the resolution.

Russia
The delegation of Russia stated that reconciliation must be carried out by Sri Lankans and that interference is counterproductive. They also added that attempts to dictate a sovereign country is not acceptable. Russia voted against the resolution.

3. 30 P.M. - Cuba
The delegation of Cuba said that there is a double standard of play at the UNHRC with this draft resolution. Many other states who have faced prolonged conflicts had many time transitions in order to create better conditions for their people. Some of them are united now and the countries who support this draft resolution have been particularly involved in this regard.

The delegation further added that the allegations of terrorism are completely false in the resolution. While also adding that the resolution proposed by the European Union in 2003 on the Saddam Hussein regime had requested for international cooperation however, this resolution does not call for any international cooperation.

He further added that neither the indiscriminate bombing by NATO nor attacks by Israel have been addressed previously by the UNHRC and thus questioned the motives of this resolution.

The work done by the Sri Lankan representatives in alerting the council periodically on its efforts at reconciliation was also commended by Cuba.

He further noted that 40% of trade in arms in Sri Lanka was conducted with the UK, USA and Israel.

While the Sri Lankan government was committed to reconciliation, he also noted that Sri Lanka has been influenced by Colonial powers because of its strategic location. The delegate of Cuba also encouraged the house to avoid politicization and work towards cooperation.

3.20 P.M. - Sri Lanka
President’s special human rights envoy Mahinda Samarasinghe speaking at the UNHRC session stated that Sri Lanka should be given time and space to continue the process of reconciliation and that a reasonable time period should be allocated for the implementation of LLRC recommendations.

Emphasizing the necessity of voting against the resolution he said that if such a resolution is accepted it will affect the sovereignty of the country and that reconciliation process will not be free of intervention.

3.10 P.M. - Cuba
Cuban delegate speaking at the 19th session of the United Nations Human Rights Council (UNHRC) put forward a proposition to the co-sponsors of the resolution on Sri Lanka to postpone the matter till September.

The United States in reply to the Cuban delegate stated that the resolution should be taken up and not be postponed, as it was a straightforward resolution calling on the implementation of the LLRC.

In a dramatic reversal, Sri Lanka has abandoned its earlier strategy of adopting a principled
position and has now compromised its stance towards the draft resolution tabled by the United
States of America regarding the Island nation at the 19th session of the United Nations Human
Rights Council (UNHRC)in Geneva.

Sri Lanka under the leadership and direction of President Mahinda Rajapaksa has been refusing to
compromise in any way with the USA on this matter and has instead been lobbying strenuously on
the basis of important principles among the 47 member states of the UNHRC.

President Rajapaksa has given clear instructions to senior officials at Sri Lankas ministry of
External Affairs that the Country should adopt a principled position and resist the US action
rather than cave into American diktat by compromising.

“It does not matter even if we lose but we must go down fighting” the President has reportedly
stated.

President Rajapaksa had maintained this stance even after Indian Prime Minister Manmohan Singh
announced in the Indian Parliament that India was “inclined to vote in favour of A resolution on
Sri Lanka”.

There was consternation among official circles in Sri Lanka that the Indian change of position
would seriously damage prospects of the US sponsored resolution being defeated at the UNHRC

Nevertheless President Rajapaksa remained defiant and had told the minister of External Affairs
Prof.Gamini Lakshman Peiris that the resolution should be opposed vehemently even “if we get
only one vote at the UNHRC”.

In what amounted to a sharp “U’Turn the President has changed his stance overnight and is now
prepared to compromise on the resolution

This apparently is at the behest of Giant neighbour India that has offered a Compromise to Sri
Lanka by way of amending the text of the US resolution.

Senior Indian cabinet ministers who communicated with President Rajapaksa have impressed upon
him the fact that it would be better to seek a compromise with the US rather than confront it at
a vote in the UNHRC and face defeat

India had “gently” pointed out that if Sri Lanka did not heed the advice of New Delhi and
proceeded to defy the US at the UNHRC, India would be compelled to canvass against Colombo and
in association with the USA ensure the safe passage of the resolution at the UNHRC.

Faced with such a dismal prospect President Rajapaksa had capitulated to the dictates of Delhi
and agreed to a compromise by which the draft US resolution would be amended.

India is currently engaged in negotiations with the US as an “honest broker” representing Sri
Lanka. The objective is amending the resolution in a manner less stringent on Sri Lanka.

The proposed amendments would also allow Sri Lanka room to “save its face” in Geneva.

Although the final details are not known it is learnt that clauses of the draft resolution would
be changed to one in which it would be stipulated that Sri Lanka would be “Consulted” on related
issues and that steps would be taken in “concurrence” with Sri Lanka.

If the provisions of an amended resolution are acceptable to Sri Lanka it may then abandon its
principled position of opposing the resolution and instead express its “willingness” to comply.

In such a situation there is speculation that the resolution may be deferred and not be put to
the vote in this 19th UNHRC session.

Although the resolution was to be taken up for discussion and vote in the morning of Thursday
March 22nd it may now be taken up in the Evening or on Friday March 23rd.

If India is able to forge a consensus on the amended resolution it is very likely that only a
debate would take place and a vote may not be taken.

This reversal of stance by President Rajapaksa is likely to receive a mixed response . The
President’s image as a leader who would not cave into International pressure is likely to be
dented.

Opposition Leader Ranil Wickremasinghe has revealed that the government was negotiating on the
US resolution at the UNHRC calling for accountability and reconciliation issues in Sri Lanka and
it might not be put to vote this week.

The UNP leader Ranil Wickremesinghe told the UNP parliamentary group meeting in Colombo this ,
according to party sources.

Wickremesinghe said that the resolution was to be deferred on the strict condition that the
Mahinda Rajapaksa regime undertook to speedily implement the LLRCs recommendations which inter
alia call for the re-establishment of the independent police, election, public and judicial
service commissions required to enforce the rule of law and safeguard human rights.

The government had placed the country and its people in the present predicament, Wickremesinghe
said, adding that it was good to hear of a change in attitude even at this late stage.
 It is against this backdrop that the UNHRC in Geneva will determine the fate of the US
sponsored resolution on Sri Lanka that has been amended by India.

The US Ambassador to the UN Human Rights Council, Eileen Donahoe, chaired today an informal
session to introduce their resolution on reconciliation and accountability in Sri Lanka.

During one of the most dramatic informal consultations –with a UN security guard by the doors–
the Sri Lankan Attorney-General challenged the premise and necessity of this draft, which he
categorically rejected and refused to engage in a dialogue on it. He called the consultation a
“farce,” adding that “might is not right.” He was supported by Egypt on behalf of NAM, Russia,
China, Cuba, Zimbabwe, Philippines, Algeria and other NAM countries. They all stressed that they
oppose country-specific resolution and that the text will have no effect without the consent of
the concerned country. Cuba challenged the US Ambassador by asking her to submit a resolution on
Guantanamo if they are so concerned with accountability issues.

Denmark for the EU, France, the UK, Canada, Australia, Sweden, Switzerland, Hungary, Poland,
Germany, Norway and others supported the US initiative, calling it timely and necessary. The EU
also said they would like to see a reference in the text to the report of the Secretary-
General’s Panel of Experts on Sri Lanka. One of their recommendations is for the Council to
reverse its resolution praising Sri Lanka for its actions during the 2009 civil war that left
thousands of civilians dead.

Guided by the Charter of the United Nations, the Universal Declaration of Human Rights, the
International Covenants on Human Rights, and other relevant instruments,

Reaffirming that States must ensure that any measure taken to combat terrorism complies with
their obligations under international law, in particular international human rights, refugee and
humanitarian law, as applicable,

Noting the Report of Sri Lanka’s Lessons Learnt and Reconciliation Commission (LLRC) and its
findings and recommendations, and acknowledging its possible contribution to Sri Lanka’s national reconciliation process,

Welcoming the constructive recommendations contained in the LLRC report, including the need to
credibly investigate widespread allegations of extra judicial killings and enforced
disappearances, de militarize the north of Sri Lanka, implement impartial land dispute resolution mechanisms, reevaluate detention policies, strengthen formerly independent civil institutions, reach a political settlement involving devolution of power to the provinces, promote and protect the right of freedom of expression for all, and enact rule of law reforms,

Noting with concern that the LLRC report does not adequately address serious allegations of
violations of international law,

1. Calls on the Government of Sri Lanka to implement the constructive recommendations in the
LLRC report and take all necessary additional steps to fulfill its relevant legal obligations
and commitment to initiate credible and independent actions to ensure justice, equity,
accountability and reconciliation for all Sri Lankans,

2. Requests that the Government of Sri Lanka present a comprehensive action plan as
expeditiously as possible detailing the steps the Government has taken and will take to implement the LLRC recommendations and also to address alleged violations of international law,

3. Encourages the Office of the High Commissioner for Human Rights and relevant special
procedures to provide, and the Government of Sri Lanka to accept, advice and technical
assistance on implementing those steps and requests the Office of the High Commissioner for Human Rights to present a report to the Council on the provision of such assistance at its twenty-second session.

 Prime Minister Manmohan Singh announced on Monday that India was “inclined to vote in favour” of a resolution on promoting reconciliation and accountability in Sri Lanka at the ongoing
19{+t}{+h} session of the U.N. Human Rights Council in Geneva.
“That, we hope, will advance our objective, namely the achievement of the future for the Tamil community in Sri Lanka that is marked by equality, dignity, justice and self-respect,'' Dr. Singh told the Lok Sabha.
 The government, though, did not yet have the final text of the resolution initiated by the United States. Highly placed sources told The Hindu that India was still negotiating the final text with the U.S. and Sri Lanka and would vote for the resolution depending on what it eventually said. Dr. Singh's statement, during his reply to the debate on the Motion of Thanks to the President's address to Parliament, was greeted by members of the AIADMK, the DMK and other parties,
with the thumping of desks.

Last week, External Affairs Minister S.M. Krishna's suo motu statement in both Houses of Parliament on the state of Tamils in Sri Lanka had failed to satisfy the AIADMK, the DMK, the CPI
and the BJP.

Responding to concerns raised by some members, Dr. Singh assured them that the government fully shared their sentiments regarding the welfare of Sri Lankan Tamils. The Prime Minister said that since the end of the conflict in Sri Lanka, the government's focus had been on the welfare and
wellbeing of the Tamil citizens.
 “Their resettlement and rehabilitation has been of the highest and most immediate priority for our government.”
As a result of India's constructive engagement with the Sri Lankan government and its assistance programme, “a modicum of normalcy is beginning to return to the Tamil areas in Sri Lanka, ” he said. India had emphasised to the Sri Lankan government that there should be a “genuine process” of reconciliation to address the grievances of the ethnic Tamils and implement the
recommendations of a high-level committee, whose report was tabled in that nation's Parliament, he said. For lasting peace, India had asked the Sri Lankan government to stand by its commitment to broaden the dialogue with political parties, including the Tamil National Alliance, to achieve a
forward looking and meaningful devolution of power and genuine national reconciliation, Dr. Singh said.

நாடுகளினுடைய ஆலோசணைகளை மீறி செயற்பட முடியாது என்று குறிப்பிட்டார். ஐக்கிய நாடுகள் சபையின் பொதுச்சபை கூட்டம் மற்றும் சர்வதேச கூட்டங்களில் இலங்கை அரசாங்கத்துக்கு மேலும் அழுத்தங்கள் வரக்கூடிய சந்தர்ப்பங்களும் உண்டு என்று கூறிய சம்பந்தன் அதன் ஓரு கட்டமாகவே அமெரிக்காவின் பிரேரணை அமைந்துள்ளது எனவும் சுட்டிக்காட்டினார். ஜெனீவாவுக்கு தமிழ்த் தேசிய கூட்டமைப்பு சென்றிருக்கலாம் என தமிழ் மக்களில் அனேகமானவர்கள் கூறுவது நியாயமானதுதான் என்று தெரிவித்த அவர், அவர்களுடைய உணர்வுகளை கூட்டமைப்பு மதிக்கின்றது என்றும் தெரிவித்தார். ஆனால் மக்களுடைய உணர்வுகள், விருப்பங்களை சர்வதேச இராஜதந்திர நகர்வுகளில் பயன்படுத்த முயாது என்று குறிப்பிட்ட அவர், அந்த நகர்வுகள் பற்றிய செயற்பாடுகளை எல்லாம் விரிவாக ஊடகங்களுக்கும், மக்களுக்கும் பகிரங்கமாக கூறமுடியாது என்றும், ரகசியத்தன்மை என்பது ஜெனீவா விவகாரத்தில் முக்கியமானதாக உள்ளதாகவும் தெரிவித்தார்.

மனித உரிமைகள் பேரவையில் அமெரிக்கா சமர்ப்பித்த பிரேரணை மிகப்பெரிய அழுத்தங்களை இலங்கை அரசாங்கத்துக்கு கொடுக்கும் என்று
கூறமுடியாது என்று தெரிவிக்கும் சம்பந்தன், ஆனாலும் முதன் முறையாக சர்வதேச அரங்கில் இலங்கை அரசாங்கத்துக்கு பொறுப்புக்கூறு வேண்டிய
கடப்பாடு ஒன்று உருவாகியுள்ளதாகவும் தெரிவித்தார். இதனால் இவ்வாறான ஒரு இடத்தில் இருந்துதான் தமிழர்தரப்பு மேலும் பல முன்னேற்றகரமான
செயற்பாடுகளை மேற்கொள்ள வேண்டிய தேவை இருக்கின்றது என்று சுட்டிக்காட்டிய அவர், இலங்கை அரசாங்கத்தின் மீது உள்ள கோபங்களை
உடனடியாக தீர்ப்பதற்கு மனித உரிமைச் சபையின் கூட்டத்தை பயன்படுத்த முடியாது என்றும் கூறினார்.

அதற்கு மேலும் சில நகர்வுகள் தேவைப்படுவதாகவும் சம்பந்தன் தெரிவித்தார். அதேவேளை இலங்கையிலுள்ள ஏனைய அரசியல் கட்சிகளை பிளவு
படுத்தியது போல் தமிழ் தேசியக் கூட்டமைப்பையும் பிளவு படுத்த அரசாங்கம் முயற்சித்துவருவதாகவும் அவர் குறிப்பிட்டார். இதனாலேயே தமிழ்
தேசியக் கூட்டமைப்பில் அங்கம் வகித்த ஒரேயொரு சிங்கள நாடாளுமன்ற உறுப்பினரான பியசேனவை அரசாங்கம் களவாடியதாக குற்றமச்hட்டிய
சம்பந்தன், அத்துடன் நின்றுவிடாது தொடர்ந்தும் கட்சிக்குள் பிளவுகளை ஏற்படுத்த முயன்றுவருவதாகவும் தெரிவித்தார்.

பெண்கள், சிறுமிகளுக்கு எதிரான வன்முறை வடக்கில் அதிகரிப்பு

பெண்கள் சிறுமிகளுக்கு எதிரான வன்முறை வடக்கில் அதிகரிப்பு; வரணியில் இறந்த சிறுமி தொடர்ந்து துஸ்பிரயோகத்துக்கு உள்ளானார்

வரணி இடைக்குறிச்சியில் தற்கொலை செய்தார் என்று கூறப்படும் சிறுமி கடந்த மூன்று வருடங்களாக சிறுவர் பாலியல் துஸ்பிரயோகத்துக்கு உள்ளாக்கப்பட்டு வந்துள்ளார் என்று விசாரணைகளில் தெரியவந்துள்ளது.

வன்னியில் நடந்த இறுதிப் போரில் சிறுமியின் தந்தை இறந்து விட்டார். வறுமை காரணமாக தாயார் சிறுமியை ஹற்றனில் கிறிஸ்தவ மதகுரு இயக்கி வந்த சிறுவர் பராமரிப்பு இல்லத்தில் சேர்த்தார். மூன்று வருடங்களுக்கு முன்னர் அந்த இல்லத்தில் சிறுமியைச் சேர்க்கும் போது அவருக்கு வயது 15 என்று அவரது தாயார் தெரிவித்தார்.

ஹற்றன் சிறுவர் இல்லத்தில் தங்கியிருந்த போது சிறுமி பாலியல் ரீதியாகத் துஸ்பிரயோகம் செய்யப்பட்டதால் கருத்தரித்தார். பின்னர் அவருக்கு கருக்கலைப்புச் செய்யப்பட்டது என்று விசாரணையில் தெரியவந்துள்ளது.

 இந்தச் சிறுமி மீதான துஸ்பிரயோகம் தெரிய வந்ததை அடுத்து மதகுரு நடத்தி வந்த சிறுவர் இல்லம் அதிகாரிகளால் மூடப்பட்டது என்றும்
தெரிவிக்கப்படுகிறது. அதன் பின்னரே அந்த மதகுரு இடைக்குறிச்சியில் தனது இல்லத்தை ஆரம்பித்துள்ளார்.

தனது பெண் துஸ்பிரயோகம் செய்யப்பட்டதற்கும் இறந்து போனதற்கும் மதகுருவே பொறுப்புக்கூற வேண்டும் என்று சிறுமியின் தாயார் விசாரணையின் போது தெரிவித்துள்ளார்.

வரணியில் தங்கியிருந்தபோது திருமணமான ஆண் ஒருவருக்கும் சிறுமிக்கும் இடையில் காதல் ஏற்பட்டது என்றும் அது கைகூடாத நிலையிலேயே
அவர் தற்கொலை செய்து கொண்டார் என்றும் கூறப்படுகிறது.

 சிறுமியை சக பெண்ணாக மதிக்காமல் காமப் பொருளாகப் பார்க்கப்பட்டமையும் தொடர்ச்சியாக ஏமாற்றப்பட்டு வந்தமையும் உரிய அன்பு
கிடைக்காமையுமே சிறுமியின் இந்த துயர முடிவுக்குக் காரணம் என்று அதிகாரிகள் தெரிவித்தனர்.

இதேவேளை, போரின் பின்னர் வடக்கில் சமூக விரோதச் செயல்கள் அதிகரித்துச் செல்வதாகவும், குறிப்பாக சிறுமிகள் மீதான பாலியல் வன்முறைகள் கூடியிருப்பதாகவும் அதிகாரிகள் தெரிவிக்கின்றனர்.

இந்த வருடத்தில் இது வரையிலும் சிறுமிகள் மீதான 24 பாலியல் வன்முறைச் சம்பவங்கள் இடம்பெற்றிருப்பதாக யாழ் போதனா வைத்தியசாலையைச்
சேர்ந்த சட்ட வைத்திய அதிகாரி மருத்துவர் சின்னையா சிவரூபன் தெரிவித்தார்.

இதேகாலப் பகுதியில் பெண்கள் மீதான பாலியல் வன்முறைகள் தொடர்பாக 32 சம்பவங்கள் பற்றி முறையிடப்பட்டிருக்கின்றது. 2010 ஆம் ஆண்டு இந்த
எண்ணிக்கை 102 ஆக இருந்து. 2011ஆம் ஆண்டு இது 182 ஆக அதிகரித்திருக்கின்றது.

பாலியல் வன்புணர்வின் பின்னர் சிறுமிகள் கொடூரமாகக் கொலை செய்யப்படும் சம்பவங்களும் இப்போது இடம்பெற ஆரம்பித்துள்ளதாக மருத்துவர் சிவரூபன் சுட்டிக்காட்டியிருக்கின்றார்.

இத்தகைய வன்முறைப் போக்கிற்கு மக்களிடையே அருகியுள்ள விழிப்புணர்வு, சிவில் நிர்வாகத்தில் காணப்படுகின்ற மென்மைப் போக்கு, ஆளணி மற்றும் வளப்பற்றாக்குறைகள் என்பன முக்கிய காரணங்களாகக் கருதப்படுகின்றது. அத்துடன் சட்டத்தில் உள்ள ஓட்டைகளைக் குற்றவாளிகள் தமக்கு சாதகமாகப் பயன்படுத்திக் கொள்வதும் ஒரு காரணமாகும் என மருத்துவர் சிவரூபன் குறிப்பிடுகின்றார்.

"சிறுமிகள் மீது மேற்கொள்ளப்படுகின்ற வன்முறைகள் தொடர்பாக பரபரப்பாகத் தகவல்கள் வெளியிடப்படுகின்ற அளவு வேகத்திற்கு குற்றச்
செயல்களுடன் சம்பந்தப்பட்டவர்களுக்குத் தண்டனை கிடைப்பதாகத் தெரியவில்லை'' என்கிறார் அவர்.

இவர்களை சட்டத்தின் முன் நிறுத்தி அவர்களுக்கு உரிய தண்டனை வழங்குவதில் நீண்டகாலம் எடுப்பதுவும் இத்தகைய குற்றச் செயல்கள்
அதிகரித்துச் செல்வதற்கு ஒரு காரணமாகக் கூறப்படுகின்றது.

வன்புணர்வின் பின் தலையைக் குத்திச் சிதைத்து நெடுந்தீவு சிறுமி லக்சினி கொடூரமாகக் கொலை; உடல்கூற்றுப் பரிசோதனையில் தெரிவிப்பு: ஈ.பி.டி.பி. முன்னாள் உறுப்பினர் கைது

நெடுந்தீவைச் சேர்ந்த 13 வயதுச் சிறுமி ஜேசுதாசன் லக்சினி, கொடூரமாகப் பாலியல் வன்புணர்வுக்கு உட்படுத்தப்பட்ட பின்னர் கல்லால் குத்தி தலை சிதைக்கப்பட்டுக் கொல்லப்பட்டார் என்று நேற்று நடத்தப்பட்ட உடற்கூற்றுப் பரிசோதனையில் தெரிவிக்கப்பட்டுள்ளது.
 
 
இந்தக் கொலை தொடர்பான சந்தேகத்தில் ஒருவரை நேற்றுமுன்தினம் இரவே நெடுந்தீவு மக்கள் மடக்கிப் பிடித்துக் கடுமையாகத் தாக்கியவேளை, கடற்படையினரும் பொலிஸாரும் தலையிட்டு அந்த நபருக்கு உயிராபத்து ஏற்படாமல் காப்பாற்றியதுடன் அவரைக் கைது செய்தனர். 
 
 கந்தசாமி ஜெகதீஸ்வரன் (வயது 31) என்ற நபரே கைது செய்யப்பட்டுள்ளார். இவர் ஈ.பி.டி.பி. உறுப்பினர் என்று நெடுந்தீவு மக்கள் கூறுகின்றனர். ஆனால் வழக்கம்போல, சந்தேகநபர் தமது கட்சியின் முன்னாள் உறுப்பினர் என்று கட்சி வட்டாரங்கள் தெரிவித்தன. 
 
 ஊடகவியலாளர் நிமலராஜன் கொலையில் மூன்றாவது சந்தேகநபர் ஜெகதீஸ்வரன். ஈ.பி.டி.பி. கட்சியின் முன்னணித் தளபதியாக இருந்தவரான நெப்போலியனின் வலதுகரமாகச் செயற்பட்டவர் என்றும் நெடுந்தீவு வாழ் மக்கள் கூறினர். 
 
மூன்று மாதங்களுக்கு முன்னர் "பிஸ்ரல்'' துப்பாக்கியைக் காட்டி பெண் ஒருவரைப் பாலியல் துஷ்பிரயோகம் செய்ய முயன்றார் என்று கடற்படையினரிடம் முறைப்பாடு செய்யப்பட்டதை அடுத்து அவர்கள் இவரைப் பிடித்து பொலிஸாரிடம் ஒப்படைத்திருந்தனர். இந்த முறைப்பாடு
தொடர்பில் ஒவ்வொரு வாரமும் பொலிஸ் நிலையத்துக்குச் சென்று கையெழுத்திட வேண்டும் என்று நீதிமன்றம் இவருக்கு உத்தரவு பிறப்பித்திருந்தது.

 கடந்த இரு நாள்களுக்கு முன்னும் வேறு இரு சிறுமிகளை தனியிடத்துக்கு தவறான நோக்கத்துடன் அணுகினார் என்று இவர் மீது குற்றச்சாட்டுத் தெரிவிக்கப்படுகிறது. இந்த நிலையிலேயே இவர் லக்சினியை மிருகத்தனமாக வன்புணர்வு செய்து கொடூரமாகக் கொலை செய்தார் என்ற குற்றச்சாட்டின்கீழ் கைது செய்யப்பட்டுள்ளார்.

 சந்தைக்குச் சென்று கொண்டிருந்த சிறுமியை அங்கு கொண்டுசென்று விடுவதாகக் கூறித் தனது சைக்கிளில் ஏற்றிச் சென்றே இவர் இக் கொடூரத்தைப் புரிந்தார் என்று மக்கள் தெரிவிக்கின்றனர்.

விடயம் தெரிய வந்ததும் ஆத்திரமடைந்த நெடுந்தீவு மக்கள் நெடுந்தீவு பத்தாம் வட்டாரத்தில் உள்ள சந்தேகநபரின் வீட்டுக்குள் புகுந்து அவரை நையப்புடைத்தனர். தாக்கியபடியே கடற்கரை நோக்கி ஜெகதீஸ்வரனை அவர்கள் இழுத்துச்சென்ற போது இடைமறித்த கடற்படையினரும்
பொலிஸாரும் அவரைக் காப்பாற்றிக் கைது செய்தனர். (காணொளி)

 "இல்லையேல் நாங்கள் அந்த .......யை அடித்தே கொன்றிருப்போம்'' என்றார் நெடுந்தீவு வாசி ஒருவர்.

 சம்பவ இடத்துக்கு நேற்று அதிகாலையிலேயே சென்றுவிட்ட ஊர்காவற்றுறை நீதிவான் ஆர்.எஸ்.எம்.மகேந்திரராஜா சடலத்தைப் பார்வையிட்டு மரண விசாரணை நடத்தினார்.

உடற்கூற்றுப் பரிசோதனை மற்றும் மரண விசாரணையைத் தொடர்ந்து சிறுமியின் சடலம் பெற்றோரிடம் ஒப்படைக்கப்பட்டது.

நெடுந்தீவு மயானத்தில் நேற்றைய தினமே சிறுமியின் உடல் புதைக்கப்பட்டது.

சந்தேகநபர் நேற்று மாலை நெடுந்தீவுப் பொலிஸாரால் யாழ்ப்பாணம் கொண்டுவரப்பட்டார் என்று ஒரு தகவல் தெரிவித்தது.

* நெடுந்தீவு 6ஆம் வட்டாரத்தில் 12வயது சிறுமி ஒருவரை பாலியல் பலாத்காரம் செய்து படுகொலை செய்த சம்பவம் ஒன்று நேற்று இடம்பெற்றுள்ளது.  நெடுந்தீவு 6ம் வட்டாரத்தைச் சேர்ந்த லக்சனா இந்த  மாணவி நேற்று காலையில் கடைக்கு சென்று வீடு திரும்பாத நிலையில் அவரை பெற்றோர் தேடிய போது கைவிடப்பட்ட வளவு ஒன்றில் சடலமாக மீட்கப்பட்டுள்ளார்.

இவரது சடலத்திற்கு அருகில் வெற்று சாராயப் போத்தல்கள் காணப்பட்டன. அத்துடன் இந்தச் சிறுமியின் உள்ளாடைகள் கிழித்தெறியப்பட்ட நிலையில் சடலம் காணப்பட்டதாக தெரிவிக்கப்படுகிறது. பாலியல் பலாத்காரம் செய்யப்பட்ட பின்னர் இந்த மாணவி படுகொலை செய்யப்பட்டிருக்கலாம் என நம்பபடுகிறது.நெடுந்தீவு சிறிலங்கா படையினரினதும், ஈ.பி.டி.பியினரதும் முழுமையான கட்டுப்பாட்டில் உள்ளது என்பது இங்கு குறிப்பிடத்தக்கதாகும்

வெளிச்சத்தில் ஐ.நா.குறித்த மாயைகள்

ஐ.நா.மனித உரிமைப் பேரவைப் பிரேரணை இலங்கைக்கு சார்பான பிரேரணையே!

அமெரிக்கா ஐ.நா.வில் கொண்டுவருவது இலங்கையைக் காப்பாற்றும் பிரேரணையே!

அண்மைக்காலமாக ஊடகங்களில் முக்கியமாக தமிழ் ஊடகங்களில் பேசப்படும் பொருள் ஐக்கிய நாடுகள் மனித உரிமை பேரவை கூட்டத்தொடரில் இலங்கைக்கு எதிராக அமெரிக்கா பிரேரணையை கொண்டுவரப்போகிறது, சிறிலங்கா பெரும் நெருக்கடியை சந்திக்கப் போகிறது என்பதுதான்.

ஐக்கிய நாடுகள் மனித உரிமை பேரவையில் அமெரிக்கா அல்லது அமெரிக்காவின் நேசநாடு ஒன்று முன்வைக்க இருக்கும் பிரேரணை இலங்கைக்கு எதிரானதா? சார்பானதா? என்பதை விளங்கிக்கொள்ளாத பரிதாப நிலையில் தமிழ் ஊடகங்கள் இருக்கின்றனவா? அல்லது சிறிலங்காவின் பிரச்சாரத்திற்கு சாதகமாக செயற்படுகின்றவா என்பது தெரியவில்லை.

இலங்கைக்கு எதிராக அமெரிக்கா ஐ.நா.மனித உரிமை பேரவையில் பிரேரணை கொண்டுவரப்போகிறது, சிறிலங்கா மூக்குடைபடப்போகிறது என அற்பசொற்ப ஆசையில் இருக்கும் எங்கள் தமிழ் மக்களுக்கு நான் சொல்லும் விடயம் கசப்பானதாக இருக்கலாம்.

ஏனெனில் அமெரிக்கா விடுதலைப்புலிகளை காப்பாற்ற கப்பல் அனுப்புகிறது என நம்பியதைப்போல இந்த விடயத்திலும் தமிழ் மக்கள் ஏதோ ஒரு மாயைக்குள் அமெரிக்காவை மலைபோல் நம்பியிருப்பதை உணர முடிகிறது.

அமெரிக்கா கொண்டுவரும் பிரேரணை விடுதலைப்புலிகளை காப்பாற்ற தான் கப்பல் அனுப்ப போவதாக அமெரிக்கா சொன்னதாக நான்
கேள்விப்படவில்லை. ஆனால் தமிழர்கள் சிலர்தான் அப்படி ஒரு கதையை எழுப்பிவிட்டு அதை மலைபோல நம்பி இறுதியில் மண்கவ்வினார்கள்.
அதேபோல ஐ.நா.மனித உரிமை பேரவையில் அமெரிக்கா வெட்டி வீழ்த்தப்போகிறது, பண்ணிப்படைக்கப்போகிறது என வருகின்ற செய்திகளைப்பார்த்து நிட்சயம் தமிழ் மக்கள் மலையளவு நம்பிக்கையை வளர்த்து வைத்திருக்கிறார்கள் என்றே எண்ணத்தோன்றுகிறது.

ஆனால் ஐ.நா.மனித உரிமை பேரவை கூட்டத்தொடரில் இலங்கை தொடர்பாக கொண்டுவரப்பட இருக்கும் பிரேரணை இலங்கைக்கு எதிரானது என அமெரிக்காவோ அல்லது இந்த பிரேரணைக்கு ஆதரவு வழங்கலாம் என எதிர்பார்க்கும் நாடுகளோ சொல்லவில்லை.

அமெரிக்காவும் கனடாவும் ஒஸ்ரேலியாவும் தென் ஆபிரிக்காவும் சில விஷயங்களைத் சிறிலங்காவுக்கு தெளிவுபடுத்தியிருக்கின்றன.

ஜெனீவாவில் இலங்கை தொடர்பாக வரப்போகிற தீர்மானம் எத்தகையது என்பதனை அவர்கள் தெளிவுபடுத்தியிருக்கிறார்கள். தாம் கொண்டுவர இருக்கும் தீர்மானம் ஐநா நிபுணர் குழு அறிக்கையை அடிப்படையாகக் கொண்டது அல்ல, சிறிலங்கா ஜனாதிபதி மகிந்த ராசபக்சவினால்
நியமிக்கப்பட்ட படிப்பினைகள் மற்றும் நல்லிணக்க  ஆணைக்குழுவின் அறிக்கையை அடிப்படையாகக் கொண்டது என்பதனை அவர்கள் தெளிவபடுத்தியிருக்கிறார்கள். தாம் இலங்கை தொடர்பாக கோரப்போவது சர்வதேச போர்க்குற்ற விசாரணையோ அல்லது மனித உரிமை
விசாரணையோ அல்ல என்றும், சிறிலங்கா அதிபர் மகிந்த ராசபக்சவினால் நியமிக்கப்பட்ட  நல்லிணக்க ஆணைக்குழு அறிக்கையின் பரிந்துரைகளை நடைமுறைப்படுத்துமாறு  கோரப்போகிறோம் என்பதனையும் அவர்கள் தெளிவுபடுத்தியிருக்கிறார்கள்.

நல்லிணக்க ஆணைக்குழுவின் பரிந்துரைகள் சிறிலங்காவுக்கு எதிரானதா?
அமெரிக்காவோ அல்லது அமெரிக்கா நேசநாடு ஒன்றோ கொண்டுவர இருக்கும் பிரேரணையில் கோரியிருப்பது  நல்லிணக்க ஆணைக்குழு கூறியிருக்கும் பரிந்துரைகளை நடைமுறைப்படுத்துங்கள் என்பதுதான். நல்லிணக்க ஆணைக்குழுவில் கூறப்பட்டிருக்கும் பரிந்துரைகள் எவையும் சிறிலங்கா அரசுக்கு எதிரானதோ அல்லது சிறிலங்கா அதிபர் மகிந்த ராசபக்சவுக்கு எதிரானதோ அல்லது சிறிலங்கா இராணுவத்திற்கு எதிரானதோ அல்ல. அப்படி இருக்கும் போது நல்லிணக்க ஆணைக்குழுவின் அறிக்கை நடைமுறைப்படுத்துங்கள் எனக் கூறுவது சிறிலங்காவுக்கு எதிரான
பிரேரணை என எப்படி கொள்ள முடியும்?

சிறிலங்கா அதிபர் மகிந்த ராசபக்ச படிப்பினைகள், மற்றும் நல்லிணக்க ஆணைக்குழுவை  அமைத்தன் நோக்கமும், நல்லிணக்க ஆணைக்குழுவின் இலக்கும்.

அமெரிக்கா கொண்டுவரும் பிரேரணை சிறிலங்காவுக்கு எதிரானதா அல்லது சிறிலங்காவை காப்பாற்றுவதற்காகவா என்பதை புரிந்து கொள்வதற்கு நல்லிணக்க ஆணைக்குழு அமைக்கப்பட்டதன் நோக்கத்தை புரிந்து கொண்டால் போதும். இது மிக இலகுவானதாகும்.

சிறிலங்கா போர்க்குற்றத்தைப் புரிந்ததாக சர்வதேச ரீதியாக குற்றச்சாட்டுக்கள் எழுந்ததையடுத்து, ஐக்கிய நாடுகள் செயலாளர் நாயகம் தனக்கு ஆலோசனை வழங்குவதற்காக அமைத்த நிபுணர்குழு அறிக்கை வெளியானதையடுத்து, போர்க்குற்றம் தொடர்பாக சர்வதேச விசாரணையில் தாம் சிக்கிவிடலாம் என்ற அச்சத்தில் அதிலிருந்து தப்புவதற்காகவும், சர்வதேச அழுத்தங்களிலிருந்து மீள்வதற்காகவும் மகிந்த ராசபக்ச நியமித்த ஆணைக்குழுதான் படிப்பினைகள் மற்றும் நல்லிணக்க ஆணைக்குழுவாகும்.

தனக்கு மிகவும் நெருக்கமானவர்களையே இந்த ஆணைக்குழுவில் நியமித்திருந்தார். இந்த ஆணைக்குழுவின் முக்கிய நோக்கம் மகிந்த ராசபக்சவையும் அவரது அரசையும், இராணுவத்தையும் காப்பாற்றுவதாகும்.

அந்த இலக்கை மிகக்கச்சிதமாக நல்லிணக்க ஆணைக்குழு நிறைவேற்றியிருந்தது.  இறுதிப் போரின் போது பொதுமக்களை பாதுகாப்பதற்கு சிறிலங்கா இராணுவம் எடுத்த நடவடிக்கைகளை
பாராட்டிதுடன் பொதுமக்கள் இழப்பிற்கு சிறிலங்கா இராணுவம் காரணமல்ல என்ற நற்சான்றிதழையும் வழங்கியிருந்தது. இழப்புக்கள் குற்றங்கள் இழைக்கப்பட்டதாக கருதினால் உள்நாட்டில் விசாரணையை மேற்கொள்ளலாம் என்று பரிந்துரை செய்திருந்திருந்தது. சர்வதேச
விசாரணையை நல்லிணக்க ஆணைக்குழு முற்றாக நிராகரித்திருந்தது.

ஆகவே நல்லிணக்க ஆணைக்குழு என்பதும் அதன் பரிந்துரைகள் என்பதும் முழுக்க முழுக்க மகிந்த ராசபக்ச தலைமையிலான அரசை காப்பாற்றுவதற்காக செய்யப்பட்டதாகும். மகிந்த ராசபக்ச அரசை காப்பாற்றுவதற்காக மகிந்த ராசபக்சவினால் நியமிக்கப்பட்ட நல்லிணக்க
ஆணைக்குழு செய்த பரிந்துரைகளை நடைமுறைப்படுத்துமாறு கோரும் பிரேரணை எவ்வாறு சிறிலங்கா அரசுக்கு எதிரான பிரேரணை என்று சொல்ல முடியும்?

ஐக்கிய நாடுகள் செயலாளர் நாயகத்தினால் நியமிக்கப்பட்ட நிபுணர்குழுவின் அறிக்கையில் கூறப்பட்ட பரிந்துரைகளை நடைமுறைப்படுத்துங்கள் என்று சொன்னால் அல்லது இலங்கையில் இடம்பெற்ற போர்க்குற்றம் தொடர்பாக சர்வதேச விசாரணை ஒன்றை நடத்த வேண்டும் என கோரும் பிரேரணையை அமெரிக்காவோ அல்லது அதன் நேசநாடுகளோ கொண்டுவந்தால் அதை
இலங்கைக்கு எதிரான பிரேரணை என்று கூற முடியும். ஆனால் அமெரிக்கா கொண்டுவர இருக்கும் பிரேரணையோ மகிந்த ராசபக்சவின் அரசை காப்பாற்றுவதற்காக அமைக்கப்பட்ட ஆணைக்குழுவின் அறிக்கையை நடைமுறைப்படுத்துங்கள் என்பதாகும்.

எனவே அமெரிக்கா இலங்கைக்கு எதிராக பிரேரணையை கொண்டுவருகிறது என்ற பிரசாரங்களும், அதற்காக இலங்கை எடுத்து வரும் ஆரவார பிரசாரங்களும் அமெரிக்கா, சிறிலங்கா என்ற நண்பர்களின் கூட்டு நாடகமாகும்.

இந்த பிரேரணையை சிறிலங்கா ஏன் தனக்கு எதிரான பிரேரணை என பிரசாரம் செய்கிறது?
அமெரிக்கா இந்த பிரேரணையை கொண்டுவந்து நிறைவேற்றுவதால் மகிந்த இராசபக்ச தலைமையிலான அரசுக்கு ஒரு துளி கூட ஆபத்தோ, நட்டமோ, நெருக்கடியோ ஏற்படப்போவதில்லை. அந்த பிரேரணை வெறும் செயலற்ற பிரேரணையாகவே மாறும். மறுபுறத்தில் சிறிலங்காவை பாராட்டி ஊக்குவிக்கின்ற பிரேரணையாக கூட மாற்றப்பட்டு அது நிறைவேற்றப்படலாம்.

இரண்டு காரணங்களுக்காக சிறிலங்கா இந்த பிரேரணையை தனக்கு எதிரானது என காட்ட முற்பட்டிருக்கிறது.

ஒன்று: உள்நாட்டில் விலைவாசி ஏற்றத்தால் நாட்டுமக்கள் அரசுக்கு எதிராக கிளர்ந்தெழக் கூடிய அபாயகரமான கட்டம் காணப்படுகிறது. அரசுக்கு எதிரான மக்களின் மனநிலைகளை மாற்ற வேண்டுமாயின் சிங்கள மக்களின் உணர்வுகளை தட்டிவிட்டு வெற்றிகாண வேண்டும். கடந்த காலங்களில் யுத்தவெற்றிகளை காட்டி சிறிலங்கா அரசாங்கம் விலைவாசி ஏற்றம், வேலையில்லா திண்டாட்டம், பொருளாதார நெருக்கடிகளை சமாளித்து வந்தது. போர்வெற்றியை காட்டி அந்த மாயைக்குள் வைத்திருந்ததால் அரசுக்கு எதிராக மக்கள் கிளர்ந்தெழுவதை தடுக்க முடிந்தது.

ஆனால் அந்த போர் வெற்றிமாயைகள் கலைந்து மக்கள் விலைவாசி ஏற்றம் வாழ்க்கை செலவு பிரச்சினைக்கு எதிராக போராட்டங்களை நடத்த ஆரம்பித்துள்ளனர்.

இதைத் தடுக்க வேண்டுமாக இருந்தால் நாடு சர்வதேச நாடுகளின் நெருக்கடிக்குள் சிக்கியிருக்கிறது. அதிலிருந்து மீள வேண்டும், சர்வதேச நாடுகளின் நெருக்கடிகளுக்கு எதிராக மக்கள் போராட்டங்களை நடத்த வேண்டும் என மக்களை திசை திருப்ப வேண்டிய தேவை அரசாங்கத்திற்கு இருக்கிறது. இதற்காகவே அரசாங்கத்திற்கு அமெரிக்கா போன்ற மேற்குலக
நாடுகளினால் தமது நாட்டிற்கு நெருக்கடி வந்திருப்பதாக பிரச்சாரங்களை மேற்கொண்டிருக்கிறது.

இரண்டு: போர்க்குற்றங்களை விசாரிப்பதற்கு சர்வதேச விசாரணை தேவை என்று வலியுறுத்தி வரும் மனித உரிமை அமைப்புக்கள், மற்றும் புலம்பெயர்ந்த தமிழர்களின் கவனத்தை திசை திருப்புவதற்காகவும் தனது நாட்டிற்கு எதிராக மேற்குலக நாடுகள் பிரேரணையை கொண்டுவருவதாக பிரசாரம் செய்து வருகிறது.

அமெரிக்காவோ அல்லது மேற்குலக நாடுகளோ பாதிக்கப்பட்ட தமிழ் மக்களுக்கு நீதி கிடைக்க வேண்டும் என எண்ணியிருந்தால் போர்க்குற்றவாளிகள் தண்டிக்கப்பட வேண்டும் என எண்ணியிருந்தால் ஆகக்குறைந்தது ஐ.நா.நிபுணர்குழு அறிக்கையில் சொல்லப்பட்டிருக்கும்
பரிந்துரைகளை சிறிலங்கா நடைமுறைப்படுத்த வேண்டும் என பிரேரணையை கொண்டு வந்திருக்க வேண்டும்.

சிறிலங்கா அதிபர் மகிந்த ராசபக்சவை காப்பாற்றுவதற்காக அமைக்கப்பட்ட நல்லிணக்க ஆணைக்குழுவின் பரிந்துரைகளை நடைமுறைப்படுத்த வேண்டும் எனக் கூறுவதன் உண்மையான பக்கம் என்ன என்றால் சர்வதேச நெருக்கடியிலிருந்து காப்பாற்றுவதற்காக நல்லிணக்க ஆணைக்குழுவின் பரிந்துரைகளை நடைமுறைப்படுத்துங்கள் என மகிந்த அரசை காப்பாற்ற
முற்பட்டிருக்கிறது.

இங்கு முக்கியமாக கவனிக்க வேண்டிய விடயம் படிப்பினைகள் மற்றும் நல்லிணக்க ஆணைக்குழுவின் அறிக்கை வெளிவந்த போது தமிழ் மக்களும், சர்வதேச மனித உரிமை அமைப்புக்களும் அதனை நிராகரித்திருந்தன. உள்ளுரில் உள்ள தமிழ் மக்களின் பிரதிநிதிகளான தமிழ் தேசியக் கூட்டமைப்பும், மேற்குலக நாடுகளில் உள்ள தமிழ் மக்களின் பிரதிநிதிகளான
நாடுகடந்த தமிழீழ அரசாங்கம் போன்ற அமைப்புக்களும் சிறிலங்கா அரசின் நல்லிணக்க ஆணைக்குழுவின் அறிக்கையை முற்றாக நிராகரித்திருந்தன.
தமிழ் மக்களாலும் சர்வதேச மனித உரிமை அமைப்புக்களாலும் முற்றாக நிராகரிக்கப்பட்டிருந்த மகிந்தவின் நல்லிணக்க ஆணைக்குழு அறிக்கைக்கு சர்வதேச அங்கீகாரம் கிடைக்காதா என சிறிலங்கா அரசாங்கம் ஏங்கியிருந்த வேளையில் அதற்கு கைகொடுப்பதற்கு அமெரிக்கா முன்வந்திருக்கிறது.

தமிழ் மக்களால் நிராகரிக்கப்பட்ட நல்லிணக்க ஆணைக்குழு அறிக்கைக்கு ஐக்கிய நாடுகள் மனித உரிமை பேரவையில் சர்வதேச அங்கீகாரத்தை பெற்றுக்கொடுப்பதற்காகவே அமெரிக்கா இந்த நாடகத்தை ஆடுகிறது. சிறிலங்கா நீதிவிசாரணைகளை மேற்கொள்ளும் மனித உரிமையை பேணும்
ஜனநாயக நாடு என்ற அங்கீகாரத்தை சர்வதேச மன்றத்தில் பெற்றுக்கொடுப்பதற்கு அமெரிக்காவும் அதன் நேசநாடுகளும் மேற்கொள்ளும் நாடகம்தான் இது.

போர்க்குற்றவாளிகள் தண்டிக்கப்பட வேண்டும், தமிழ் மக்களுக்கு நீதி கிடைக்க வேண்டும் என்ற உண்மையான அக்கறை அமெரிக்காவுக்கு இருந்திருக்குமாக இருந்தால் ஐக்கிய நாடுகள் மனித உரிமை பேரவையில் சமர்ப்பித்திருக்க வேண்டியது ஐக்கிய நாடுகள் நி்புணர்குழு அறிக்கையைத்தான்.

இறுதிப்போரின் போது விடுதலைப்புலிகளை காப்பாற்ற கப்பல் வருகிறது. தங்கத்தாம்பாழத்தில்தமிழீழத்தை அமெரிக்காவும் மேற்குலக நாடுகளும் பெற்றுத்தரப்போகின்றன என மாயைக்குள் தமிழ் மக்களை வைத்திருந்தார்களோ அதே போன்றுதான் இப்போது இலங்கைக்கு எதிராக அமெரிக்க பிரேரணை கொண்டுவருகிறது என பிரசாரத்தை ஊடகங்கள் மேற்கொண்டுள்ளன. முக்கியமாக தமிழ் ஊடகங்கள் மேற்கொண்டுள்ளன.

அமெரிக்கா கொண்டுவரப்போவது இலங்கைக்கு எதிரான பிரேரணை அல்ல என்பதே உண்மை.
