President Mahinda Rajapaksa says the door is open even for the Tamil National Alliance (TNA) to join the United Peoples Freedom Alliance (UPFA).

Speaking to newspaper Editors at a breakfast meeting today, the President said that his main aim is to form a united Sri Lanka.

He says he wants to develop the country and is not interested in taking political revenge on anyone.

The President said that he has always maintained that any political party can join the UPFA and that offer stands even for the TNA.

He noted that during the recent provincial council polls the UPFA had obtained votes, not just from the Sinhalese but the Tamils and Muslims as well.

The President says it signified the confidence the people have in the government. (Colombo Gazette)

பெளத்த சிங்கள விவசாய உழைக்கும் மக்கள் மீது சிங்களம் நடத்தும் படுகொலை.

டமத்திய மாகாணம் அனுராதபுரம், பொலநறுவை ஆகிய இரு மாவட்டங்களை உள்ளடக்கியுள்ளது.இவை இலங்கையின் பண்டைய தலைநகரங்களுமாகும். எனினும் இம் மாகாணத்தின் பெரும்பகுதியும் நாட்டின் உலர்வலயப் பிரதேசத்திலேயே அமைந்துள்ளது. இதனால் இப் பகுதிகள் சனச் செறிவு மிகக்குறைந்த பகுதிகளாகவே அமைந்தன. 1977 ஆம் ஆண்டுக்குப் பின் மகாவலி அபிவிருத்தித் திட்டத்தின் கீழ் இப் பிரதேசங்களில் பெருமளவு குடியேற்றத் திட்டங்கள் உருவாக்கப்பட்டன.இத்திட்டத்துக்கமைய பொருளாதார உலகமயமாக்கல் கொள்கையைச் சார்ந்த விவசாயப் பயிர்ச் செய்கை ஆரம்பமானது.புதிய குடியேற்றத் திட்டங்களின் பின்னால் இம்மாகாணம் 91% சிங்களவர்களைக் கொண்ட மாகாணமாக்கப்பட்டது.[சனத்தொகை எண்ணிக்கை 1,105,663 சிங்களவர் 1,002,009 (91%), முஸ்லீம்கள் 88,775 (8.0%), இலங்கைத் தமிழர் 12249 (1%)]

வேறு விதமாகக் கூறினால் 91% சிங்கள மக்களைக்கொண்ட, இரு புரதான பெளத்த தலைநகர்களைக் கொண்ட ஒரு முக்கியமான மாகாணத்தில் சிங்களம் தனது உலகமயமாக்கல் விவசாயத்திட்டத்தை அமூலாக்கியது.

இதன் - அதீத அந்நிய உரப்பாவனையின் விளைவான மாசடைந்த குடிநீரை அருந்துவதன் - விளைவாக இன்று சுமார் 30 வீதமான உழைக்கும் விவசாய மக்கள்-4 இலட்சம் பேர்!- சிறு நீரக வியாதிக்கு உள்ளாகியிருப்பது உறுதி செய்யப்பட்டுள்ளது.இவர்களில் சுமார் 22 ஆயிரம் விவசாயிகள் கடந்த 20 வருடங்களில்  பலியாகியுள்ளனர்.இன்னும் 18 ஆயிரம் பேர் வைத்தியசாலையில் இந்நோயினால் பாதிக்கப்பட்டு இருக்கின்றனர்.

இது ஒரு விவசாயிப் படுகொலை!

வடமத்திய மாகாணத்தின் இப்படுகொலைத் திட்டம் நாடு தழுவி அனைத்து விவசாயிகள் மீதும் பாய்கிறது.வி்வசாயிகளை இன மத ரீதியில் மோதவிட்டு சிங்களம் ஏகாதிபத்திய உலகமயமாக்கல் விவசாயத் திட்டத்தை அமுலாக்குகின்றது. இனசமத்துவத்துக்கான சுயநிர்ணயக் கோரிக்கையில் விவசாயிகளை ஒன்றுபடுத்துவதே உலகமயமாக்கல் விவசாயத் திட்டதை முறியடிப்பதற்கான ஒரே பாதையாகும்.மாறாக தமிழின ஒடுக்குமுறைக்கு துணைபோகும் வரையில் சிங்கள உழைக்கும் விவசாய வெகுஜனங்கள் தமது சுருக்குக் கயிற்றை மேலும் இறுக்கிக் கொள்வார்கள்.சிங்களமக்களுக்கு கோட்பாட்டுச் சலுகை அளித்து பிரிந்து செல்லும் உரிமையை எதிர்க்கும் `சமதர்ம`வாதிகள், சுருக்குக் கயிற்றை இறுக்கும் பணியில் சம பங்கு அளித்து  சிங்கள மக்களுக்கு உதவுகின்றார்கள்!

Sri Lankan farmers face heavy-metals fear

COLOMBO - A new report links the high prevalence of chronic kidney disease in Sri Lanka's main agricultural production regions with the presence of heavy metals in the water, caused by fertilizer and pesticide use.

Over the past two decades, dozens of studies have been conducted on the large number of kidney patients in Sri Lanka's agro-rich north-central region. However, none had conclusively identified a clear cause.

On August 14, a group of Sri Lankan doctors released a report that they said was compiled as part of a joint research project bythe Sri Lankan government and the World Health Organization (WHO).

The report states that: "Exposure to a combination of factors that are toxic to the kidneys (rather than one single factor) seems to cause this kidney disease. Toxic factors identified up to now include nephrotoxic agrochemicals, arsenic and cadmium."

Cultivating toxic crops

As many as 400,000 people in the north-central region may be suffering from kidney disease, said doctors taking part in the release of the report. They added that in the past two decades, as many as 22,000 people may have died as a result.
"The reason for the spread is heavy metals in the water caused by the unregulated use of fertilizer and pesticides," Dr Channa Jayasumana, from the Faculty of Medicine at the Rajarata University in Anuradhapura, told IPS.


Jayasumana was on the team of doctors who released the report. They said they had handed the study over to the government last year, and accused the authorities of failing to release it to the public, and of failing to take action on the results.

So far neither the government nor the WHO country office have acknowledged or denied its contents. WHO sources confirmed to IPS that a researcher cited in the report, Dr Shanthi Mendis, works for the international organization. But they said some of the details reported in the media differed from those in WHO reports. They declined to go public, and said the research was still inconclusive.

Sources closely associated with WHO research said the organization has in fact made a recommendation to the Sri Lankan government to regulate and standardize fertilizer and pesticide imports - the doctors' main demand.

However, another report, published just one day after the study's release, dismissed heavy metals as the main cause.

The report, "Environmental Contamination and Its Association with Chronic Kidney Disease of Unknown Etiology in North Central Region of Sri Lanka", released by the New Delhi-based Centre for Science and Environment (CSE), identifies poor water quality as the main reason for kidney failure in that region.

The report says: "Heavy metals in drinking water are not related to chronic kidney disease in Sri Lanka. If heavy metal is responsible, then there is a different source for it than drinking water, and that should be explored."

CSE deputy director Chandra Bushan told IPS "The problem is with the quality of the groundwater. It is contaminated due to geological and environmental reasons."

But, he said, if fertilizers and pesticides were the main cause, then the disease should also be visible in other agricultural areas of the country with equally heavy use.

The CSE report also found that dug wells and tube wells were much more dangerous than natural springs.

The report stated that "The affected area covers approximately 17,000 square km, with a population of about 2.5 million, in which more than 95% live in rural areas."

Citing the main hospital in the North Central Anuradhapura District, the report said that in 2010 there was "a 227% increase in live discharge patients with end-stage chronic kidney disease, whereas the death rate increased by 354% during the last few years."

According to the numbers cited by the CSE report, which was released in Anuradhapura, more than 10% of the island's population of nearly 21 million lives in these high-risk areas. The regions most in danger are the north-central, eastern, southeastern and central, as well as parts of the northern provinces - Sri Lanka's main agricultural production areas.

Despite the different conclusions reached by the two reports, researchers involved in each study acknowledged that the issues raised by the other were significant.

"We have always said that fertilizer and pesticide use should be regulated," CSE's Bushan said.
"There is no question that the water quality is bad, we agree with that," said Jayasumana, whose research was cited in the CSE report as well.

Both studies also called for immediate action to stem the spread of kidney disease.

The statistics show that male farmers, who spend much of their time outdoors in the fields, are struck down most often. The CSE report says it is male farmers between the ages of 30 and 60 who are at highest risk.

The Sri Lankan research shows that at least 15% of men between the ages of 15 and 70 were affected in the north-central and southeastern provinces. "Men over the age of 40 years, who have been engaged in farming for more than 10 years, are at higher risk of developing this disease," it states.
Despite the clear danger for men in the high-risk age bracket, especially those engaged in agriculture, options are few and far between.

"What to do? We have to use fertilizer and pesticide if we want to get a good harvest, we have to drink the water if we don't want to die of thirst. No one has told us what to do and what not to do," said Karunarathne Gamage, who lives in the country's North Central province.

Bushan said the CSE study also emphasized the poor quality of medical services available in the region. One session of dialysis costs the Sri Lankan government around US$90, and most regional hospitals lack staff and facilities to carry out such procedures regularly.

Lanka to discuss Kudankulam with India

A Sri Lankan delegation is scheduled to visit India in the coming months to discuss safety issues on the Kudankulam Nuclear Power Plant, the Indian High Commission in Colombo said.

The High Commission said that there have been a series of news reports raising fears of the dangers to Sri Lanka arising from the commissioning of the Kudankulam Nuclear Power Plant in southern India.

“It bears repetition that the Government of India assigns utmost attention to nuclear and radiation safety, including the safety of operating personnel, public as well as the environment. The principle of ‘safety being the overriding priority’ encompasses the entire gamut of activities associated with nuclear power plants, ranging from siting, design, construction, commissioning, operation to de-commissioning. Testing to demonstrate the adequacy of each system, and the plant as a whole, by actual performance tests to meet the design intent, is carried out well before commencing operation of the plant,”  the Indian High Commission in Colombo said.

The Atomic Energy Regulatory Board reviews the operational limits and conditions for various system parameters and approves them before operationalising the plant, to ensure safe operation.

All nuclear power plant sites in India are capable of managing the radioactive wastes generated at these sites. Each of them has adequate facilities for handling, treatment and disposal of such waste, in line with international standards.

The establishment and verification of appropriate emergency response plans is a mandatory prerequisite for all nuclear power plants in India. The preparedness of the agencies involved is verified through periodic exercises.

The National Disaster Management Authority has drawn up a holistic and integrated programme for “Management of Nuclear and Radiological Emergencies”.

“India and Sri Lanka have an ongoing dialogue on cooperation in the area of nuclear energy, including in the areas of isotope hydrology, radio-tracer studies and dam safety. A Sri Lankan delegation is scheduled to visit India in the coming months to discuss these and other areas of potential cooperation, including the area of safety,”  the Indian High Commission in Colombo said.

The relevant issues are being addressed in the spirit of close and friendly relations existing between India and Sri Lanka, the High Commission said.

மஹிந்த ராஜபக்சவின் வருகைக்கு எதிர்ப்புத் தெரிவித்து சிந்த்வாராவில் 3 நாட்களாகப் போராட்டம் நடத்திய மதிமுக பொதுச் செயலாளர் வைகோவையும் அவரது ஆதரவாளர்களையும் மத்திய பிரதேசப் பொலிஸார் கைது செய்து,பின்னர் விடுதலை செய்தது மட்டுமல்லாது பொலிஸார் வைகோவிற்கு மாலை அணிவித்து மரியாதையாக வழியனுப்பி வைத்தனர்.

போராட்டம் நடத்தச் சென்ற வைகோவை, மத்திய பிரதேச மாநில எல்லையான சிந்த்வாராவில் பந்துர்னா அருகில் உள்ள கட்சிகோலி என்ற இடத்தில் பொலிஸார் தடுத்த நிறுத்தனர்.

40 மணிநேரமாக தடுத்து வைக்கப்பட்ட இடத்திலே உண்டு உறங்கி தொடர் போராட்டங்களை வைகோ நடத்தி வந்தார்.

இந்த நிலையில் நேற்று வெள்ளிக்கிழமை காலையில் சிந்த்வாராவில் ராஜபக்சவின் உருவ பொம்மையை எரித்துவிட்டு சாஞ்சி நோக்கி தமது தொண்டர் படையுடன் வைகோ புறப்படத் தயாரானார்.

அப்போது வைகோ மற்றும் அவரது தொண்டர்களை முன்னேறவிடாமல் தடுத்த மத்திய பிரதேச மாநில பொலிஸார் அனைவரையும் கைது செய்தனர்.

அங்கிருந்து 40 கிலோமீட்டர் தொலைவில் உள்ள திருமண மண்டபத்தில் அனைவரையும் தங்க வைத்தனர்.

இதன் பின்னர் சில மணிநேரம் கழித்து வைகோவை விடுதலை செய்த பொலிஸார் அவருக்கு மாலை அணிவித்து மரியாதையாக வழியனுப்பி வைத்தனர்.

இலங்கையின் இனப்பிரச்சினை தீர்வுக்காக தமிழ்த் தேசியக் கூட்டமைப்பு முழுமையான பங்களிப்பை வழங்கவேண்டும் என்ற அடிப்படையில் இந்தியா அழுத்தம் கொடுக்கவுள்ளதாக தெரிவிக்கப்பட்டுள்ளது.

இந்தியாவுக்கு சென்றிருந்த ஜனாதிபதி மஹிந்த ராஜபக்சவுடன் இடம்பெற்ற பேச்சுக்களை அடுத்து இந்தியா இந்த நிலைப்பாட்டுக்கு வந்துள்ளதாக கூறப்படுகிறது.

இதன் அடிப்படையில் இந்தியாவுக்கு விரைவில் தமிழ்த் தேசியக் கூட்டமைப்பு அழைக்கப்படலாம் அல்லது இந்தியத் தரப்பினர் இலங்கையில் வைத்து தமிழ்த் தேசியக் கூட்டமைப்பினரை சந்திக்கலாம் என்று எதிர்ப்பார்க்கப்படுகிறது.

இதன்போது இலங்கையின் ஜனாதிபதியினால் கூட்டப்பட்டுள்ள நாடாளுமன்ற தெரிவுக்குழுவில் பங்கேற்குமாறு இந்தியா, கூட்டமைப்பை கேட்கக்கூடும் என்றும் தகவல்கள் வெளியாகியுள்ளன.

இதேவேளை, இந்திய பிரதமரும் இலங்கை ஜனாதிபதியும் புதுடில்லியில் சந்தித்தபோது இரண்டு நாடுகளுக்கு இடையிலும் பாதுகாப்பு ஒத்துழைப்பை பலப்படுத்திக் கொள்ள இணங்கிக் கொள்ளப்பட்டுள்ளது.

இதன்போது தமிழகத்தில் இலங்கைப் படையினருக்கு எதிராக இடம்பெற்ற சம்பவங்கள் தனிப்பட்ட சம்பவங்கள் என்று இந்திய தரப்பில் எடுத்துக் கூறப்பட்டுள்ளது.

இதற்கிடையில், தமிழகத்தில் இலங்கைப் படையினருக்கு எதிராக நடத்தப்பட்ட ஆர்ப்பாட்டங்கள், பிரான்ஸில் இருந்து செயற்படும் தமிழீழ விடுதலைப் புலிகளின் உறுப்பினரான விநாயகம் என்ற கதிர்காமத்தம்பி அறிவழகனால் உருவாக்கப்பட்டுள்ள வலையமைப்பின் மூலமே மேற்கொள்ளப்பட்டதாக இலங்கை புலனாய்வுத் தரப்பினர் தெரிவித்துள்ளனர்.

நாளை (22/09) நடைபெறவிருக்கும் "எமது நிலம் எமக்கு வேண்டும் " மாபெரும் பொங்கு தமிழ் நிகழ்வையொட்டி இன்று மதியம் ஜெனீவா ஐக்கிய நாட்டு சபை மனிதவுரிமை ஆணையாளர் கலாநிதி நவநீதம்பிள்ளை அம்மையார் அவர்களின் காரியாலயத்தில் உயரதிகாரிகளுடன் சந்திப்பு ஒன்று இடம்பெற்றது .

இச் சந்திப்பில் கலந்து கொண்ட தமிழ் மக்கள் பிரதிநிதிகளால்  பின்வரும் ஐந்து கோரிக்கைகள் அடங்கிய  மனு கையளிக்கப்பட்டது .

1.பல தசாப்தங்களாக இலங்கைத்தீவில் சிங்கள அரசினால் தொடர்ந்து நடத்தப்படும் தமிழினப்படுகொலையை ஆராய்ந்து, ஐக்கிய நாடுகள் அவை மார்ச், 2011 இல் வெளியிட்ட அறிக்கைக்கு நீதி கிடைக்கும் பொருட்டு அனைத்துலக சமூகம் அனைத்துலக நீதிமன்றில் விசாரணையை நடாத்தி தமிழ்மக்களுக்கான நீதியைப் பெற்றுக்கொடுக்க வேண்டும்.

2.ஈழத்தமிழ்த் தேசிய இனத்தைச் சேர்ந்தவர்கள் என்ற காரணத்திற்காகத் தடுத்துவைக்கப்பட்டுள்ளவர்களைச் சிறீலங்கா அரசு உடனடியாக விடுதலை செய்வதோடு, தமிழர் தாயகமாகிய இலங்கைத்தீவின் வடக்கு, கிழக்குப் பகுதிகளில் தமிழ் மக்கள் சுதந்திரமாக வாழக்கூடிய விதத்தில் முதற்கட்டமாக அங்கு ஆக்கிரமித்துள்ள சிங்களப் படை வெளியேற்றப்பட்டு தமிழர் நிலப்பறிப்பு உடன் நிறுத்தப்பட்டு இயல்பு வாழ்க்கை உருவாக்கப்படவேண்டும்.

3.இலங்கைத் தீவின் வடக்கு, கிழக்குப் பகுதிகளை பாரம்பரிய நிலமாகக் கொண்ட தமிழீழ மக்களின் தாயகம், தேசியம், தன்னாட்சி என்பவற்றை ஐக்கிய நாடுகள் அவை (அனைத்துலகம்) அங்கீகரிக்கவேண்டும்.

4.பேச்சு மற்றும் ஊடகச் சுதந்திரம் வழங்கப்பட்டு, தமிழீழ மக்கள் தமது அரசியல் பெருவிருப்புக்களை வெளிப்படுத்தக் கூடிய விதத்தில் ஐக்கிய நாடுகள் அவையின் கண்காணிப்பில் தமிழர் தாயகத்தில் வாக்கெடுப்பு நடாத்தப்படவேண்டும். அதேவேளை புலம்பெயர் தமிழீழ மக்களும் வாக்கெடுப்பில் கலந்துகொள்ளக் கூடிய வாய்ப்பினையும் ஐக்கிய நாடுகள் அவை ஏற்படுத்திக் கொடுக்கவேண்டும்.

5.மூன்று தசாப்தகாலமாக எமது மக்களையும் எமது மரபுவழித் தாயகத்தையும் பாதுகாத்து, அனைத்துலகச் சட்டங்களை மதித்து, நடைமுறை அரசை நிறுவிய எமது விடுதலை இயக்கமான தமிழீழ விடுதலைப்புலிகள் அமைப்பினால் மட்டுமே தொடர்ந்தும் எமது மக்களையும் எமது நிலத்தையும் பாதுகாக்க முடியும். ஆகவே இவ்வமைப்பை எமது விடுதலை இயக்கமாக அனைத்துலக சமூகம் ஏற்றுக்கொள்ள வேண்டும்.

அத்துடன் இச் சந்திப்பில் தமிழ் மக்கள் தமது விடுதலைக்காக தொடர்ந்து மக்கள் மையப்படுத்தப்பட்ட வெகுஜன கவனயீர்ப்பு போராட்டங்களை நடாத்தவேண்டும், மற்றும் மனிதவுரிமை அமர்வுகள் நடைபெறும் காலங்களில் மக்கள் பலத்துடன் தமது உரிமைகளுக்காக குரல் கொடுக்கும் வகையில் அனைத்துலக சமூகத்தை நோக்கி நீதிக்கான நிகழ்வுகளை நடாத்துவது வரவேற்கத்தக்கது எனவும் கூறப்பட்டது.

தொடர்ந்து நடைபெற்ற உரையாடலில் 60 ஆண்டுகளுக்கும் மேலாக சிங்கள அரசால் இனவழிப்பில் சிக்கித்தவிக்கும் தமிழ் மக்கள், தாயகத்தில் எதிர்கொள்ளும் இன்றைய நிலைமையை  விரிவாக எடுத்துக் கூறப்பட்டது . முக்கியமாக சிங்கள அரசு இன்று பாரம்பரிய தமிழர் நிலத்தை அபகரிப்பதை மற்றும் சிங்கள மயமாக்கல் , தமிழ் பெண்கள் மீதான பாலியல் வன்முறை தொடர்ச்சியாக மேற்கொள்ளுவதை சுட்டிக்காட்டி பேசப்பட்டது .

Report Summary

This report provides the analysis of the evidence, both written and oral, submitted to the Inquiry held by the All-Party Parliamentary Small Shops Group, entitled ‘High Street Britain: 2015’, concerning the long term prospects of the United Kingdom’s small retail sector.

Concern for the future of traditional shopping areas arose amidst recognition from many in, and associated with, the retail industry: ‘traditional’ local small shops or independent convenience stores are disappearing rapidly. Once a ‘tipping point’ is reached many small shops could be lost instantly as wholesalers no longer find it profitable to supply them, resulting in the urgent need for a review of the market.

The vast majority of contributors agreed that all small shops are important to, and influenced by, economic, social and political trends. The small retail sector is a key driver of: entrepreneurship, employment, skills, local economies, innovation, and sophisticated business networks, as well as accessibility to vital goods and services, diversity, social inclusion and community activities.

However, contributors are concerned by the intense pressure small shops face, from both market-led forces and external (macro-environmental) forces. Witnesses cite the aggression of larger competitors, distortion of the supply chain, the cost of property, crime, poor planning decisions, a lack of appropriate business support and disproportional regulatory burdens as problematic.

There is widespread belief therefore, that many small shops across the UK will have ceased trading by 2015 with few independent businesses taking their place. Their loss, largely the result of a heavily unbalanced trading environment, will damage the UK socially, economically and environmentally. People (as consumers and members of communities) stand to be disadvantaged the most with restricted choice, entrenched social exclusion and a vulnerable supply chain caused by consolidation.

We make the following recommendations:

• Implement a moratorium on further mergers and takeovers until the government has brought forward proposals to secure the diversity and vitality of the retail sector
• Establish a retail regulator
• Revise the two market ruling
• Introduce comprehensive codes of practice across the retail sector
• Review the tax system and close the Jersey VAT loophole
• Review application of rate relief system as applied to independents trading on the threshold of viability
• Introduce a new requirement for all local authorities to adopt a retail strategy within the Unitary Development Plan
• Develop regeneration units in all local authorities within the UK
• Develop retail focused regeneration units in all RDAs within the UK
• Delegate greater decision-making power to people locally (consumers and communities)
• Rapidly implement the recommendations of the Hampton review
• Make revisions to the retail property market
• Encourage the transformation and innovation of the Post Office network
• Implement measures to restrict the environmental impact of shifts in the retail sector

AFP - The Catholic Church in one Australian state has revealed that at least 620 children have been abused by its clergy since the 1930s, sparking a fresh call Saturday for an independent inquiry.

The Catholic Church in Victoria revealed the number in a submission to a state parliamentary hearing on Friday but said the instances of abuse reported had fallen dramatically from the "appalling" numbers of the 1960s and 1970s.

"It is shameful and shocking that this abuse, with its dramatic impact on those who were abused and their families, was committed by Catholic priests, religious and church workers," Melbourne Archbishop Denis Hart said.

The full submission was not released publicly but the church said most of the 620 claims it had upheld over the last 16 years related to incidents 30 to 80 years ago, with very few related to abuse that has taken place since 1990.

Hart said the church had taken steps to redress the issue, including a programme implemented in the 1990s involving an independent investigation, an ongoing programme of counselling and support, and compensation.

"This submission shows how the church of today is committed to facing up to the truth and to not disguising, diminishing or avoiding the actions of those who have betrayed a sacred trust," he said.

But victims' supporters say the number of children abused was likely much higher than that confirmed by the church in its own inquiries.

President of the Law Institute of Victoria, Michael Holcroft, said there was a need for more independent investigations.

"Obviously there's a public perception that the church investigating the church is Caesar judging Caesar and I think that the community is now looking for somebody external, someone independent to get to the bottom of what's obviously been a big problem for a long, long time," he told the ABC.

The Victorian state government announced the inquiry into the handling of child abuse cases by religious and non-government bodies after the suicides of dozens of people abused by clergy.

Last year Pope Benedict XVI told Australian bishops that their work had been made more difficult by the clerical sex abuse scandal which has rocked the church as he exhorted them to "repair the errors of the past with honesty".

The pontiff met victims of abuse when he travelled to Sydney in 2008.

VICTORIA, AUSTRALIA: The Roman Catholic Church in the Australian state of Victoria has confirmed that more than 600 children have been sexually abused by its priests since the 1930s.

The Archbishop of Melbourne, Denis Hart, described the figures as “horrific and shameful”. They were released in a submission to a state parliamentary inquiry into the handling of abuse cases.

Campaigners say the true number of abuse victims could be up to 10,000. In its submission, the church said the 620 cases went back 80 years with the majority taking place between the 1960s and the 1980s.

It says it is still investigating a further 45 cases. In a statement, Archbishop Hart said it was important to be open “about the horrific abuse that has occurred in Victoria and elsewhere”.

“We look to this inquiry to assist the healing of those who have been abused, to examine the broad context of the church’s response, especially over the last 16 years, and to make recommendations to enhance the care for victims and preventative measures that are now in place,” the statement said.

Campaign groups say that many cases of abuse have gone unreported, and they believe the true number of victims is closer to 10,000 in Victoria alone.

Following  is the full text of Prime Minister Manmohan Singh's address to the nation:

My dear brothers and sisters,

I am speaking to you tonight to explain the reasons for some important economic policy decisions the government has recently taken. Some political parties have opposed them. You have a right to know the truth about why we have taken these decisions.

No government likes to impose burdens on the common man. Our Government has been voted to office twice to protect the interests of the aam admi.

At the same time, it is the responsibility of the government to defend the national interest, and protect the long term future of our people. This means that we must ensure that the economy grows rapidly, and that this generates enough productive jobs for the youth of our country. Rapid growth is also necessary to raise the revenues we need to finance our programmes in education, health care, housing and rural employment.

The challenge is that we have to do this at a time when the world economy is experiencing great difficulty. The United States and Europe are struggling to deal with an economic slowdown and financial crisis. Even China is slowing down.

We too have been affected, though I believe we have been able to limit the effect of the global crisis. We are at a point where we can reverse the slowdown in our growth. We need a revival in investor confidence domestically and globally. The decisions we have taken recently are necessary for this purpose. Let me begin with the rise in diesel prices and the cap on LPG cylinders.

We import almost 80% of our oil, and oil prices in the world market have increased sharply in the past four years. We did not pass on most of this price rise to you, so that we could protect you from hardship to the maximum extent possible.

As a result, the subsidy on petroleum products has grown enormously. It was Rs. 1 lakh 40 thousand crores last year. If we had not acted, it would have been over Rs. 200,000 crores this year.

Where would the money for this have come from? Money does not grow on trees. If we had not acted, it would have meant a higher fiscal deficit, that is, an unsustainable increase in government expenditure vis-a-vis government income. If unchecked, this would lead to a further steep rise in prices and a loss of confidence in our economy. The prices of essential commodities would rise faster. Both domestic as well as foreign investors would be reluctant to invest in our economy. Interest rates would rise. Our companies would not be able to borrow abroad. Unemployment would increase.

The last time we faced this problem was in 1991. Nobody was willing to lend us even small amounts of money then. We came out of that crisis by taking strong, resolute steps. You can see the positive results of those steps. We are not in that situation today, but we must act before people lose confidence in our economy.

I know what happened in 1991 and I would be failing in my duty as Prime Minister of this great country if I did not take strong preventive action.

The world is not kind to those who do not tackle their own problems. Many European countries are in this position today. They cannot pay their bills and are looking to others for help. They are having to cut wages or pensions to satisfy potential lenders.

I am determined to see that India will not be pushed into that situation. But I can succeed only if I can persuade you to understand why we had to act.

We raised the price of diesel by just Rs. 5 per litre instead of the Rs 17 that was needed to cut all losses on diesel. Much of diesel is used by big cars and SUVs owned by the rich and by factories and businesses. Should government run large fiscal deficits to subsidise them?

We reduced taxes on petrol by Rs. 5 per litre to prevent a rise in petrol prices. We did this so that the crores of middle class people who drive scooters and motorcycles are not hit further.

On LPG, we put a cap of 6 subsidised cylinders per year. Almost half of our people, who need our help the most, actually use only 6 cylinders or less. We have ensured they are not affected. Others will still get 6 subsidised cylinders, but they must pay a higher price for more.

We did not touch the price of kerosene which is consumed by the poor.

My Dear Brothers and Sisters,

You should know that even after the price increase, the prices of diesel and LPG in India are lower than those in Bangladesh, Nepal, Sri Lanka and Pakistan.

The total subsidy on petroleum products will still be Rs. 160 thousand crores. This is more than what we spend on Health and Education together. We held back from raising prices further because I hoped that oil prices would decline.

Let me now turn to the decision to allow foreign investment in retail trade. Some think it will hurt small traders.This is not true.

Organised, modern retailing is already present in our country and is growing. All our major cities have large retail chains. Our national capital, Delhi, has many new shopping centres. But it has also seen a three-fold increase in small shops in recent years.

In a growing economy, there is enough space for big and small to grow. The fear that small retailers will be wiped out is completely baseless.

We should also remember that the opening of organised retail to foreign investment will benefit our farmers. According to the regulations we have introduced, those who bring FDI have to invest 50% of their money in building new warehouses, cold-storages, and modern transport systems. This will help to ensure that a third of our fruits and vegetables, which at present are wasted because of storage and transit losses, actually reach the consumer. Wastage will go down; prices paid to farmers will go up; and prices paid by consumers will go down.

The growth of organised retail will also create millions of good quality new jobs.

We recognise that some political parties are opposed to this step. That is why State governments have been allowed to decide whether foreign investment in retail can come into their state. But one state should not stop another state from seeking a better life for its farmers, for its youth and for its consumers.

In 1991, when we opened India to foreign investment in manufacturing, many were worried. But today, Indian companies are competing effectively both at home and abroad, and they are investing around the world. More importantly, foreign companies are creating jobs for our youth -- in Information Technology, in steel, and in the auto industry. I am sure this will happen in retail trade as well.

My Dear Brothers and Sisters,

The UPA Government is the government of the aam aadmi.

In the past 8 years our economy has grown at a record annual rate of 8.2 per cent. We have ensured that poverty has declined much faster, agriculture has grown faster, and rural consumption per person has also grown faster.

We need to do more, and we will do more. But to achieve inclusiveness we need more growth. And we must avoid high fiscal deficits which cause a loss of confidence in our economy.

I promise you that I will do everything necessary to put our country back on the path of high and inclusive growth. But I need your support. Please do not be misled by those who want to confuse you by spreading fear and false information. The same tactics were adopted in 1991. They did not succeed then. They will not succeed now. I have full faith in the wisdom of the people of India.

We have much to do to protect the interests of our nation, and we must do it now. At times, we need to say "No" to the easy option and say "Yes" to the more difficult one. This happens to be one such occasion. The time has come for hard decisions. For this I need your trust, your understanding, and your cooperation.

As Prime Minister of this great country, I appeal to each one of you to strengthen my hands so that we can take our country forward and build a better and more prosperous future for ourselves and for the generations to come.

இப்போது எழுப்பப்படும் கவலைகள் அடிப்படையற்றவை. 1991-ம் ஆண்டு நான் நிதியமைச்சராக இருந்தபோது பொருளாதாரச் சீர்திருத்தங்களை அமல்படுத்தினேன். அப்போது சிலர் இது குறித்து மக்களிடையே அச்சத்தைப் பரப்பினர். ஆனால், அவர்களால் தொடர்ந்து அம்முயற்சியில் வெற்றி காண இயலவில்லை. அதேபோல் இப்போதும் மக்களிடையே பீதியைக் கிளப்பும் முயற்சி பலிக்காது. இவ்வாறு குழப்பத்தை ஏற்படுத்த முயற்சிப்பவர்களின் பேச்சை மக்கள் நம்ப வேண்டாம்.

டீசல் விலை உயர்வு, சமையல் எரிவாயு மீதான கட்டுப்பாடு ஆகியவை தவிர்க்க முடியாத நடவடிக்கைகளாகும். நாட்டின் கடினமான பொருளாதார நிலைமையில் இவை அவசியமாகின்றன. வளமான எதிர்காலத்துக்கு கசப்பான முடிவுகளை எடுக்க வேண்டியுள்ளது.

நமக்குத் தேவையான கச்சா எண்ணெயில் 80 சதவீதத்தை நாம் இறக்குமதி செய்ய வேண்டியிருக்கிறது. கடந்த நான்கு ஆண்டுகளில் கச்சா எண்ணெய் விலை கடுமையாக உயர்ந்துள்ளது. நமது மக்களுக்கு இன்னல் தரக் கூடாதென்பதால், அதே அளவுக்கு இங்கு விலை உயர்த்தப்படவில்லை.
கடந்த ஆண்டு ஜூன் மாதம் முதல் டீசல், மண்ணெண்ணெய், சமையல் எரிவாயு ஆகியவற்றின் விலையை உயர்த்தாததால் எண்ணெய்த் துறை மானியமாக ரூ. 1 லட்சத்து 40 ஆயிரம் கோடியை ஒதுக்க வேண்டி வந்தது.
இந்த ஆண்டு அது ரூ. 1 லட்சத்து 60 ஆயிரம் கோடியாக அதிகரிக்கும். டீசல் விலையை உயர்த்தாவிட்டால் அது ரூ. 2 லட்சம் கோடியாக அதிகரித்திருக்கும்.

பணம் மரத்தில் காய்க்கவில்லை:

டீசல் வகையில் ஏற்படும் நஷ்டத்தை தவிர்க்க அதன் விலையை ரூ.17 உயர்த்தியிருக்க வேண்டும். ஆனால் வெறும் ரூ. 5 தான் உயர்த்தப்பட்டுள்ளது. மானிய விலையில் விற்கப்படும் டீசல் பெரும்பாலும் பணக்காரர்களின் பெரிய கார்களுக்குத்தான் பயன்படுகிறது. அவர்களுக்குப் பயன், மத்திய அரசுக்குப் பெரும் நிதிப் பற்றாக்குறையா?ரூ. 5 உயர்த்திய பிறகும் ஒரு லிட்டர் டீசலின் விலை இறக்குமதி விலையைவிட ரூ. 13.86 குறைவாகவே இருக்கிறது. மண்ணெண்ணெய் ஒரு லிட்டருக்கு ரூ. 32.70 குறைவாக விற்கப்படுகிறது. சமையல் எரிவாயு ஒரு சிலிண்டருக்கு ரூ. 347 குறைவாக விற்கப்படுகிறது.
 இதையெல்லாம் சமாளிக்க ஏது பணம்? பணம் மரத்தில் காய்க்கவில்லை. இந்த நடவடிக்கையை இப்போது எடுக்காவிட்டால் வரவுக்கும் மேல் தாங்க முடியாத அளவுக்கு அரசின் செலவுகள் கூடிவிடும்.அதே சமயம், பெட்ரோல் மீதான ரூ.5 மதிப்பிலான வரியைக் குறைத்துள்ளோம். ஸ்கூட்டர், மோட்டர் சைக்கிள்கள் ஓட்டிச் செல்லும் கோடிக் கணக்கான நடுத்தர மக்கள் மேலும் பாதிக்கப்படக் கூடாதே என்பதால்தான் அவ்வாறு செய்தோம்.

சமையல் எரிவாயு சிலிண்டரைப் பொருத்தவரை, பெரும்பாலான மக்கள் ஆண்டுக்கு 6 சிலிண்டர்களைத்தான் உபயோகப்படுத்துகிறார்கள். புதிய விதிமுறையினால் அவர்களுக்கு எந்த பாதிப்பும் வரப்போவதில்லை. மற்றவர்களைப் பொருத்தவரை, மானிய விலையில் 6 சிலிண்டர்கள் என்பது உறுதி. அதற்கு மேல் பயன்படுத்தினால் அவர்கள் கூடுதல் விலை தந்தே ஆக வேண்டும்.

1991-ல் நாடு பொருளாதாரப் பிரச்னையைச் சந்தித்தபோது யாருமே நமக்கு சிறு தொகையைக் கூட கடனாகத் தர முன்வரவில்லை. கடுமையான, உறுதியான முடிவுகளை எடுத்ததன் மூலம் நெருக்கடியில் இருந்து மீண்டோம். அந்த நடவடிக்கைகளின் சாதகமான பலன்களை நீங்கள் இப்போதும் பார்க்கலாம்.
இன்று நாம் அந்தச் சூழ்நிலையில் இல்லை. ஆனால் மக்கள் நமது பொருளாதாரத்தின் மீது நம்பிக்கை இழப்பதற்கு முன் செயலில் இறங்க வேண்டியுள்ளது. இப்போது நிலைமையைக் கட்டுக்குள் கொண்டு வராவிட்டால், மேலும் விலைவாசி கடுமையாக உயரும். பொருளாதாரத்தின் மீது மக்கள் நம்பிக்கை இழப்பார்கள். உள்நாட்டு, வெளிநாட்டு முதலீட்டாளர்கள் முதலீடுகளைச் செய்யத் தயங்குவார்கள். வெளிநாடுகளில் நமது நிறுவனங்கள் கடன் பெற முடியாது. வட்டி விகிதம் உயரும். வேலையில்லாத் திண்டாட்டம் அதிகரிக்கும்.

ஐரோப்பிய நாடுகள் பெரும் நிதிச் சிக்கலில் உள்ளன. மற்றவர்களின் உதவியை அவர்கள் நாடுகிறார்கள். ஊதியக் குறைப்பு, ஓய்வூதியக் குறைப்பு செய்து கடன் தருபவர்களைத் திருப்திப்படுத்துகிறார்கள்.

ஆனால் இந்தியாவை அந்த நிலைமைக்குத் தள்ள நான் விரும்பவில்லை. ஆனால் இந்நிலைமையை உங்களுக்குப் புரிய வைத்தால்தான் நான் எனது நோக்கத்தில் வெற்றி காண முடியும் என பிரதமர் தனது 15 நிமிட உரையில் தெரிவித்தார். ஹிந்தியிலும் பின்னர் ஆங்கிலத்திலும் அவர் பேசினார்.

1980 செப்டம்பர் 12ல், தருமபுரியில் புரட்சித் தோழர் பாலன் படுகொலை செய்யப்பட்ட நாளை ஒவ்வொரு ஆண்டும் தியாகிகள் தினமாக கடைபிடித்து வருகிறோம். 1947 ஆகஸ்ட் போலிச் சுதந்திரத்தை எதிர்த்து உண்மைச் சுதந்திரத்தை வேண்டியும், நிலப்பிரபுத்துவம் மற்றும் சாதித் தீண்டாமைக் கொடுமைகளை எதிர்த்தும் போராடி உயிர்நீத்த தோழர்கள் சாரு, எல்.அப்பு, பாலன் உள்ளிட்ட ஆயிரக்கணக்கான நக்சல்பாரி தோழர்களின் தியாகத்தை போற்றும் நாளே இந்நாள். அத்துடன் 1947க்கு முன்பும், பின்பும் இந்திய நாட்டின் விடுதலைக்கும், ஜனநாயகத்திற்கும் போராடி உயிர்நீத்த அனைத்து தியாகிகளின் கனவை நனவாக்க சபதம் ஏற்கும் நாளே இந்நாள்.

அண்ணளவாக 45% வாக்காளரே தேர்தலில் பங்கேற்பு - (CaFFE)

The Elections Department says the voter turn-out at the Provincial Council polls that ended about
an hour ago is about 50%, although a slightly lower figure of around 43% to 46% was recorded
from the Sabaragamuwa province.

 Meanwhile, the Elections Complaints Investigation Center (ECIC) of the Elections Department
said it received 117 complaints of election violence within the course of the day. An official of
the ECIC said the highest number of complaints had been reported from Ratnapura. The
breakdown of complaints from each district is as follows: Anuradhapura – 17, Polonnaruwa – 16, Trincomalee – 12, Batticaloa – 14, Ampara – 19, Kegalle – 13, Ratnapura - 26.

However, the Campaign for Free and Fair Elections (CaFFE) alleged that the election was not
free and fair adding that the overall voter turn-out was only close to 45%.
 
 
According to CaFFE, a total number of 121 incidents of violence had been reported within the
course of the day from all provinces where the elections were held, with several major incidents
reported from Akkaraipattu.

Meanwhile, addressing a news conference at the conclusion of the election, at the Elections
Secretariat  in Rajagiriya this evening, Elections Chief Mahinda Deshapriya said there were 117
election related complaints during the day and 19 were inquired into. He also said that he had
called for a full report on the four incidents until which the ballots of those polling stations
would not be counted.

The four polling stations were from Pulmudai, Nivithigala and two from Kekirawa. However he
said he was waiting for an official report to decide on his next course of action. He said he didn’t
believe them to be major incidents and said no incidents that were beyond the control of the

இலங்கையில் மிகுந்த பரபரப்புடன் எதிர்பார்க்கப்பட்ட மூன்று மாகாண சபைகளுக்குமான தேர்தல்களில் கிட்டத்தட்ட 50 வீதமான வாக்குகளே பதிவாகியுள்ளன.
 
கிழக்கு, சபரகமுவை மற்றும் வடமத்திய மாகாணங்களுக்கான தேர்தல்களில் 7 மாவட்டங்களை சேர்ந்த சுமார் 33 லட்சத்து 36ஆயிரம்பேர் வாக்களிக்கத் தகுதிபெற்றிருந்தார்கள்.
 
ஆனால், கடந்த தேர்தல் காலங்களுடன் ஒப்பிடும்போது நீண்ட காலத்துக்குப் பின்னர் குறைந்தளவான வாக்குப்பதிவு நடந்துள்ளதாக தேர்தல் கண்காணிப்பாளர்கள் சுட்டிக்காட்டியிருக்கிறார்கள்.
 
மூன்று மாகாணங்களிலும் பரவலாக நடந்துள்ள சில வன்முறைகளுக்கு மத்தியிலும் ஓரளவு சுமுகமாக வாக்குப்பதிவுகள் நடந்துள்ளதாக தேர்தல் அதிகாரிகள் கூறுகிறார்கள்.
 
மக்கள் மத்தியில் தேர்தல் மற்றும் வாக்களிப்பு தொடர்பில் ஏற்பட்டுள்ள அதிருப்தி போக்கும் அக்கறையின்மையும் வாக்குப்பதிவு வீதம் குறையக் காரணம் என்று கூறினாலும் பாரதூரமான அசம்பாவிதங்கள் நடக்கலாம் என்ற பீதி மக்கள் மத்தியில் நிலவியமையும் முக்கிய காரணம் என்று கண்காணிப்பாளர்கள் சுட்டிக்காட்டுகின்றனர்.
 
 
ஆகக்கூடுதலான சம்பவங்களாக 26 அசம்பாவிதங்கள் இரத்தினபுரி மாவட்டத்தில் பதிவாகியுள்ளன. அடுத்தபடியாக அம்பாறை மாவட்டத்தில் தான் 19 சம்பவங்கள் நடந்திருக்கின்றன. மூன்று மாகாணங்களிலும் தேர்தல் தினத்தன்று மட்டும் 121 அசம்பாவிதங்கள் கஃபே அமைப்பிடம் பதிவாகியிருக்கின்றன.
 
கிழக்கு மாகாணத்தில் பல இடங்களில் சில தாக்குதல்கள், அச்சுறுத்தல்கள், கள்ளவாக்கு முயற்சிகள் என பரவலான முறைப்பாடுகள் கிடைத்துள்ளதையும் கண்காணிப்பாளர்கள் சுட்டிக்காட்டுகிறார்கள்.

A low voter turn out today marked Sri Lanka's provincial council polls, seen as a test of President Mahinda Rajapaksa's popularity in the wake of international pressure over alleged human rights violations by the army during the final stages of the war with the LTTE.
 
 

 Election monitoring groups said a low voter turn out was witnessed when polls opened at 7 am (local time).

Polls close at 4 pm (local Time)
 
Three of the 9 provinces are going for mid-term polls in the north central, eastern and south western (Sabaragamuva) provinces.

The election secretariat and monitoring groups said over 40 complaints of election wrong doings had been recorded by noon (local time). All related to illegal propaganda work, transporting of voters and intimidation of voters.

By mid day the Ampara district in the eastern province had recorded the highest turn out of 45 per cent.
Some 3.3 million voters are eligible to vote in the election where ruling United People's Freedom Alliamce (UPFA) is expected to retain the control of the three councils.

சிவகாசி முதலிப்பட்டி கிராமத்தில் ஐம்பதுக்கு மேற்பட்ட உழைக்கும் மக்கள் இலாப வெறிக்குப் பலி!



 சிவகாசி அருகேயுள்ள முதலிப்பட்டி என்ற கிராமம், போக்குவரத்து உள்ளிட்ட எந்த அடிப்படை வசதியும் இல்லாத சாதாரண குக்கிராமம். இங்குதான் சுமார் 10 ஏக்கர் பரப்பளவிலான திறந்தவெளியில், அடுத்தடுத்து அமைந்துள்ள சின்னஞ்சிறிய 40 அறைகளுடன் செயல்பட்டு வந்தது ஓம்சக்தி பயர் ஒர்க்ஸ் தொழிற்சாலை.

சிவகாசி… பட்டாசுத் தொழிலுக்கு உலக அளவில் புகழ்பெற்ற நகரம் இது.

இதன் காரணமாகவே, குட்டி ஜப்பான் என்றும் வர்ணிக்கப்படுகிறது. இத்தனை பெருமைகள் கொண்ட சிவகாசி பட்டாசுத் தொழிற்சாலைகளில் அடிக்கடி ஏற்படும் தீ மற்றும் வெடி விபத்துக்கள் காரணமாக பெருமளவிலான உயிரிழப்புகளும் ஏற்படுகின்றன.

இது வாடிக்கையான ஒன்றுதான் என்றாலும், முதலிப்பட்டி என்ற இடத்தில் உள்ள ஓம் சக்தி பயர் ஒர்க்ஸ் தொழிற்சாலையில் இன்று நண்பகலில் ஏற்பட்ட பயங்கர வெடி விபத்து, 50க்கும் மேற்பட்ட உயிர்களை பலி கொண்டுள்ளது.

இந்த விபத்தில், பட்டாசுகள் அடுக்கி வைக்கப்பட்டிருந்த குடோன் வெடித்துச் சிதறியதில், ஒட்டுமொத்த தொழிற்சாலையும் இடிந்து தரை மட்டமானது. இதில், தொழிலாளர்கள் அனைவரும் பல அடி தூரத்துக்கு தூக்கி எறியப்பட்டு, உடல் சிதறி உயிரிழந்தனர். தகவலறிந்து அவர்களை காப்பாற்றச் சென்றவர்களும், வேடிக்கைப் பார்த்தவர்களில் பலரும் தீ யில் சிக்கி பரிதாபமாக உயிரிழந்தனர்.

பட்டாசு குடோன் வெடித்துச் சிதறிய சத்தம் ஒரு கிலோ மீட்டர் தொலைவை தாண்டி, எதிரொலித்தது. பல கிலோ தொலைவுக்கு புகை மண்டலம் தெரிந்ததால், விபத்து நிகழ்ந்த இடத்தில் ஏராளமான பொதுமக்கள் கூடினர். அப்போது, மீண்டும் பட்டாசுகள் வெடித்துச் சிதறியல் 50க்கும் மேற்பட்டோர் படுகாயம் அடைந்தனர். மருத்துவ மனையில் அனுமதிக்கப்பட்ட அவர்களுக்கு தீவிர சிகிச்சை அளிக்கப்பட்டு வருகிறது.

பட்டாசுத் தொழில் மூலம் கோடிக் கணக்கில் பணம் கொழிக்கும் சிவகாசி நகரில் தீக்காயத்துக்கு சிகிச்சை அளிப்பதற்கு என சிறப்பு மருத்துவமனைகள் இல்லை. இந்த நகரை உள்ளிடக்கிய விருதுநகர் மாவட்ட அரசு மருத்துவமனையிலும் தீக்காய சிகிச்சைக்கு என சிறப்பு வார்டுகள் இல்லை. இதன் காரணமாக. இந்த விபத்தில் சிக்கிய அனைவரும் 70 கிலோ மீட்டர் தொலைவில் மதுரை ராஜாஜி அரசு மருத்துவமனைக்கு கொண்டு செல்லப்பட்டனர். இதன் காரணமாகவே உயிரிழப்புகள் அதிகரித்ததாக குற்றச்சாட்டுக்கள் எழுந்துள்ளன.

விபத்து நடந்தது எப்படி?

சிவகாசி அருகேயுள்ள முதலிப்பட்டி என்ற கிராமம், போக்குவரத்து உள்ளிட்ட எந்த  அடிப்படை வசதியும் இல்லாத சாதாரண குக்கிராமம். இங்குதான் சுமார் 10 ஏக்கர் பரப்பளவிலான திறந்தவெளியில், அடுத்தடுத்து அமைந்துள்ள சின்னஞ்சிறிய 40 அறைகளுடன் செயல்பட்டு வந்தது ஓம்சக்தி பயர் ஒர்க்ஸ் தொழிற்சாலை.

ஒரு அறையில், வெடிமருந்தை பட்டாசுக்குள் வைத்து அழுத்தும்போது, திடீரென தீ விபத்து ஏற்பட்டுள்ளது. இதில், ஏராளமானோர் சிக்கிய நிலையில், பக்கத்து அறையில் இருந்தவர்கள், அவர்களை மீட்கும் ஈடுபட்டனர். ஆனால், அடுத்தடுத்த அறைகளுக்கும்  தீ பரவி விட்டதால், அனைவரும் நெருப்பு வளையத்துக்குள் சிக்கிக் கொண்டனர். சிறிது நேரத்தில், தொழிற்சாலையே வெடித்துச் சிதற, பெரும்பாலான தொழிலாளர்கள் திறந்தவெளி மைதானத்தில் பிணமாக சிதறினர்.

 மிகப் பெரிய உயிர்ச்சேதத்தை ஏற்படுத்திய இந்த பட்டாசு ஆலையில், கடந்தவாரம்தான் வெடிபொருள் கட்டுப்பாட்டு பிரிவு அதிகாரிகள் ஆய்வு நடத்தி உள்ளனர். அப்போது ஆலையின் உரிமத்தை ரத்து செய்ய அதிகாரிகள் முடிவெடுத்துள்ளனர். ஆனால், இந்த ஆலையை குத்தகைக்கு எடுத்தவர், உரிமத்துக்கான கால அவகாசத்தை நீட்டித்துள்ளார். அந்த உரிமத்திற்கான காலம் இன்றுடன்  முடியவிருந்த காரணத்தால், அவசர, அவசரமாக பட்டாசு தயாரிப்புப் பணிகள் நடைபெற்றுள்ளன. இதுவும் விபத்துக்கு முக்கிய காரணம் என்று கூறப்படுகிறது.

இந்த கோரவிபத்து குறித்து தகவல் அறிந்ததும் விருதுநகர், சாத்தூர், ஸ்ரீவில்லிபுத்தூர் உள்ளிட்ட பல்வேறு இடங்களில் இருந்தும்  தீயணைப்பு வாகனங்கள் விரைந்தன. எனினும், பட்டாசுகள் தொடர்ந்து வெடித்துக் கொண்டே இருந்ததால், தீயணைப்பு வீரர்கள் சம்பவ இடத்தை நெருங்க முடியவில்லை.  பல மணி நேரப் போராட்டத்துக்கு பின்னரே, பிணமாக கிடந்தவர்களையும், காயமடைந்தவர்களையும்  மீட்டு மருத்துவமனைக்கு அனுப்பி வைத்தனர்.

இந்தியாவில் உற்பத்தி செய்யப்படும்  பட்டாசுகளில் 90 சதவீதம் சிவகாசியில்தான் தயாரிக்கப்படுகிறது. இந்த பெருமைகள் எல்லாம் ஒருபுறம் இருந்தாலும், பட்டாசு தொழிற்சாலை உரிமையாளர்களின் அலட்சியத்தால், ஆண்டுதோறும் உயிரிழக்கும் தொழிலாளர்கள் பற்றிய புள்ளி விவரம், அதிர்ச்சியை இன்னும் அதிகரிப்பதாகவே இருக்கிறது.

வெடி விபத்து நிகழ்ந்த அந்த நிமிடங்கள்….

முதலிப்பட்டியிலுள்ள ஓம்சக்தி பட்டாசு தொழிற்சாலையில் சரியாக காலை 11.30 மணியளவில் ஏறத்தாழ 250 பேர் தொழிலாளர்கள் பட்டாசு தயாரிப்பில் ஈடுபட்டிருந்தனர்.

42 அறைகளை கொண்ட ஆலையின், ஒரு அறையில் வெடிகளை தனித் தனியாக தயாரித்த தொழிலாளர்கள், வெடி மருந்துகளை நிரப்பிக் கொண்டிருந்தனர். குறிப்பாக வெடிகளில் வெடி உப்பு, பொட்டாசியம் நைட்ரேட், சல்ஃபர், அம்மோனியம் பவுடர் மற்றும் கரித்துகளை தொழிலாளர்கள் நிரப்பிக் கொண்டிருந்தனர்.

அப்போது மருந்தை அழுத்தும் பணி நடைபெற்றது. ஒரு கட்டத்தில் அதிக அழுத்தம் காரணமாக வெடி விபத்து நிகழ்ந்தது. இதனால் அந்த அறை முழுவதும் வெடித்துச் சிதறியது. இதில் அங்கு பணியாற்றிய ஊழியர்கள் பலியாகினர்.

இதைத் தொடர்ந்து பட்டாசு ஆலையிலுள்ள மேலும் பல அறைகளுக்கும் தீ பரவி வெடி விபத்து ஏற்பட்டது.

மொத்தம் 4 வரிசைகளாக அறைகள் இருந்தன. ஒவ்வொரு அறைக்கு இடையேயும் 60 அடி இடைவெளி இருந்தது. விபத்தில் ஏராளமான அறைகள் வெடித்துச் சிதறின. மேலும் புகை மண்டலும் பல அடி உயரத்துக்கு எழும்பியது.

சிவகாசி பட்டாசுத் தொழிற்சாலை விபத்தில் பலியானவர்களுக்கு  முதலமைச்சர் ஜெயலலிதா இரங்கல் தெரிவித்துள்ளார்..

விபத்து குறித்து தனக்கு தகவல் கிடைத்ததும், அமைச்சர்கள் ஓ.பன்னீர்செல்வம், நத்தம் விஸ்வநாதன், முனுசாமி, வைத்திலிங்கம், ராஜேந்திர பாலாஜி, செல்லப்பாண்டியன் ஆகியோரை உடனடியாக சம்பவ இடத்திற்கு சென்று, உயிரிழந்தவர்களின் குடும்பத்தினர் மற்றும் காயமடைந்தவர்களை நேரில் சந்தித்து ஆறுதல் கூறும்படி அனுப்பி வைத்ததாக  முதலமைச்சர் ஜெயலலிதா தெரிவித்துள்ளார்.

பட்டாசு தொழிற்சாலை விபத்தில் காயடைந்த  78 பேருக்கும் உரிய  சிகிச்சை அளிக்க உத்தரவிட்டுள்ளதாக அவர்  தெரிவித்துள்ளார். மேலும், விபத்தில் உயிரிழந்தவர்களின் குடும்பத்தினருக்கு  தலா இரண்டு லட்சம் ரூபாயும், காயமடைந்தவர்களுக்கு தலா 25 ஆயிரம் ரூபாயும், சாதாரண காயமடைந்தவர்களுக்கு தலா 10 ஆயிரம் ரூபாயும் வழங்க உத்தரவிட்டிருப்பதாக முதலமைச்சர் ஜெயலலிதா  வெளியிட்டுள்ள அறிக்கையில் குறிப்பிடப்பட்டுள்ளது.

Forty violations
The officials had detected 40 violations, including overstocking of explosives, both raw material and finished goods, and employment of workers in excess of the permitted strength.
As different kinds of explosives with diverse chemical properties were being used, the exact cause or point of the explosion could not be ascertained immediately.
“Further enquiry with the workers is required to come to a conclusion,” the official said.

India’s ‘silent’ prime minister becomes a tragic figure

NEW DELHI — India’s Prime Minister Manmohan Singh helped set his country on the path to modernity, prosperity and power, but critics say the shy, soft-spoken 79-year-old is in danger of going down in history as a failure.

The architect of India’s economic reforms, Singh was a major force behind his country’s rapprochement with the United States and is a respected figure on the world stage. President Obama’s aides used to boast of his tremendous rapport and friendship with Singh.

But the image of the scrupulously honorable, humble and intellectual technocrat has slowly given way to a completely different one: a dithering, ineffectual bureaucrat presiding over a deeply corrupt government.

Every day for the past two weeks, India’s Parliament has been adjourned as the opposition bays for Singh’s resignation over allegations of waste and corruption in the allocation of coal-mining concessions.


The story of Singh’s dramatic fall from grace in his second term in office and the slow but steady tarnishing of his reputation has played out in parallel with his country’s decline on his watch. As India’s economy has slowed and as its reputation for rampant corruption has reasserted itself, the idea that the country was on an inexorable road to becoming a global power has increasingly come into question.

“More and more, he has become a tragic figure in our history,” said political historian Ramachandra Guha, describing a man fatally handicapped by his “timidity, complacency and intellectual dishonesty.”

The irony is that Singh’s greatest selling points — his incorruptibility and economic experience — are the mirror image of his government’s greatest failings.

Under Singh, economic reforms have stalled, growth has slowed sharply and the rupee has collapsed. But just as damaging to his reputation is the accusation that he looked the other way and remained silent as his cabinet colleagues filled their own pockets.

In the process, he transformed himself from an object of respect to one of ridicule and endured the worst period in his life, said Sanjaya Baru, Singh’s media adviser during his first term.

Attendees at meetings and conferences were jokingly urged to put their phones into “Manmohan Singh mode,” while one joke cited a dentist urging the seated prime minister, “At least in my clinic, please open your mouth.”

Singh finally did open his mouth last week, to rebut criticism from the government auditor that the national treasury had been cheated of billions of dollars after coal-mining concessions were granted to private companies for a pittance — including during a five-year period when Singh doubled as coal minister.

Singh denied that there was “any impropriety,” but he was drowned out by catcalls when he attempted to address Parliament on the issue. His brief statement to the media afterward appeared to do little to change the impression of a man whose aloofness from the rough-and-tumble of Indian politics has been transformed from an asset into a liability.

“It has been my general practice not to respond to motivated criticism directed personally at me,” he said. “My general attitude has been, ‘My silence is better than a thousand answers; it keeps intact the honor of innumerable questions.’ ”

Singh probably will survive calls for his resignation, but the scandal represents a new low in a reputation that has been sinking for more than a year.

‘I have to do my duty’

Singh was born in 1932 into a small-time trader’s family in a village in what is now Pakistan, walking miles to school every day and studying by the light of a kerosene lamp. The family moved to India shortly before partition of the subcontinent in 1947, and Singh pleaded with his father to be allowed to continue with his studies rather than join the dry-fruit trade.

A series of scholarships allowed Singh to continue those studies first at Cambridge and then at Oxford, where he completed a PhD. Marriage was arranged with Gursharan Kaur in 1958; they have three daughters.

A successful career in the bureaucracy followed, but it was in 1991 that Singh was thrust into the spotlight as finance minister amid a financial crisis.

With little choice, Singh introduced a series of policies that freed the Indian economy from suffocating state control and unleashed the dynamism of its private sector.

More than a decade later, in 2004, Singh again found himself on center stage, becoming in his own words an “accidental prime minister.”

The Congress party led by Italian-born Sonia Gandhi had surprised many people by winning national elections that year, but she sprang an even bigger surprise by renouncing the top job and handing it to Singh.

In him she saw not only the perfect figure­head for her government but also a man of unquestioning loyalty, party insiders say, someone she could both trust and control.

“I’m a small person put in this big chair,” Singh told broadcaster Charlie Rose in 2006. “I have to do my duty, whatever task is allotted of me.”

From the start, it was clear that Sonia Gandhi held the real reins of power. The Gandhi family has ruled India for most of its post-independence history and enjoys an almost cultlike status within the Congress party. Sonia’s word was destined to remain law.

But Singh made his mark during his first term in office, standing up to opposition from his coalition partners and from within his own party to push through a civil nuclear cooperation deal with the United States in 2008, a landmark agreement that ended India’s nuclear isolation after its weapons tests in 1974 and 1998.

It was a moment that almost brought his government down, an issue over which he offered to resign. While no electricity has yet flowed from that pact, it marked a major step forward in India’s relations with the United States.

The Congress-led coalition went on to win a second term in 2009, in what many people saw as a mandate for Singh.

The 2009 election “was a victory for him, but he did not step up to claim it — maybe because he is too academic, maybe because he is too old,” said Tushar Poddar, managing director at Goldman Sachs in Mumbai. “That lack of leadership, that lack of boldness, lack of will — that really shocked us. That really shocked foreign investors.”

‘He suffers from doubts’

In a series of largely off-the-record conversations, friends and colleagues painted a picture of a man who felt undermined by his own party and who sank into depression and self-pity.

His one attempt in 1999 to run for a parliamentary seat from a supposedly safe district in the capital, New Delhi, had ended in ignominious defeat. His failure to contest a parliamentary seat in 2009, making him the only Indian prime minister not to have done so, further undermined both his confidence, his friends and colleagues say, and his standing in the eyes of the party.

Congress, insiders say, never accepted that the 2009 election was a mandate for Singh and jealously resented the idea that he could be seen to be anywhere near as important as a Gandhi. Rahul, Sonia’s son, was being groomed to take over from Singh, and the prime minister needed to be cut down to size.

He soon was openly criticized by his own party over attempts to continue a peace process with Pakistan despite the 2008 attack on Mumbai by Pakistani militants.

Singh became even more quiet at his own cabinet meetings, to the point of not speaking up for the sort of economic changes many thought he ought to be championing.

“His gut instincts are very good, but sometimes he suffers from doubts about the political feasibility, about getting things done,” said Jagdish N. Bhagwati, a Columbia University professor who has been friends with Singh since their Cambridge days.

Singh will go down in history as India’s first Sikh prime minister and the country’s third-longest-serving premier, but also as someone who did not know when to retire, Guha said.

“He is obviously tired, listless, without energy,” he said. “At his time of life, it is not as though he is going to get a new burst of energy. Things are horribly out of control and can only get worse for him, for his party and for his government.”
